Some good presenters, some great, but OHS conferences need more work

What was missing most from the recent conference of the Asia Pacific Occupational Safety and Health Organisation was a strong Asia-Pacific voice. Certainly, there were presentations by Asian OHS professionals and some westerners working in Asia, but the keynote speakers were almost from Anglo-European cultures. This made it hard to understand if the conference was designed for Asian safety and health professionals to learn from us or for Australians to learn from them. Perhaps it was just for all of us to learn as a profession.

Some of the keynote speakers offered universal suggestions for improving the management of workplace health and safety, but perhaps these were so universal as to be generic or safe. For instance, one of the greatest challenges for the Asian region, in particular, is ensuring the safety of migrant workers. There was one mention of the deaths of the World Cup construction workers, and that was in passing.

Below is a summary of the conference and some of the occupational health and safety issues (OHS) raised.

Workplace suicides should be both notified and investigated

Why does this blog keep writing about workplace suicides? For decades, occupational health and safety (OHS) policy has been determined and measured by traumatic physical fatalities. Psychosocial policies need to be determined and measured by work-related suicides. But to achieve this starting point, the stigma of suicide needs addressing. Recently Professor Sarah Waters and Hilda Palmer conducted an online seminar about workplace suicides and including them as notifiable incidents under the United Kingdom’s Reporting of Injuries, Diseases and Dangerous Occurrences Regulations (RIDDOR) laws, Australia needs a similar discussion.

Curious economic modelling on OHS

During October’s National Safe Work Month, Safe Work Australia released an important evaluation of the economics of occupational health and safety (OHS). The report, prepared by Deloitte, received minimal attention from the mainstream media who was more focussed on Treasurer Jim Chalmers‘ first national budget statement.

The timing of the report’s release seems unfortunate as work health and safety was almost totally absent from the Treasurer’s budget papers. It is doubly unfortunate as the information in the report focuses so much on the national economic context of managing OHS. The data and modelling may be fresh, but all it seems to achieve is to reinforce that managing work health and safety is important and that not doing so is expensive and presents missed opportunities. We’ve known this for decades from various extensive reports from the Productivity Commission and the Industry Commission before that.

Do we have to work?

You often learn more about your area of speciality from reading outside of that speciality. Matthew Taylor’s book “Do We Have To Work?” is one of those books though it overlaps with occupational health and safety (OHS), if one thinks of the role and place of OHS in modern business.

The Big Idea series of books by Thanes & Hudson uses a jaunty format that is jarring in some ways but attractive in others. Its pages use fonts of different sizes, lots of colour images and highlighted cross-references that look like a Dummies Guide on acid, but the content is so good the reader works out where to look and what to choose fairly quickly.

Governments could improve their OHS performance if they wanted

In 2019, the head of SafeWork South Australia, Martyn Campbell, told this blog that he agreed that government departments should be exemplars in occupational health and safety and that “we should be the pinnacle of safety professionalism and leadership”. It should not be a surprise to hear the head of an OHS regulatory agency claim this, but the origin of the question to Campbell stemmed from a review of Victoria’s OHS Act by Chris Maxwell QC in 2004.

Given the recent OHS-related scandals in various jurisdictions, which have often been related to the management of the coronavirus pandemic, it is worth reminding ourselves of the OHS performance standards that Maxwell advocated for all government departments and agencies.

When exemplars are far from

Extensive multinational auditing and consulting firms have been hammered for the last few years over the potential conflict of both auditing and advising the same companies and a toxic workplace culture. Most companies will not be able to afford these consultants’ prices, but the conduct of the large companies, the “corporate leaders”, affects every business by setting the standards. The influence of these large companies over public (and work health and safety) policy should also be noted and is being reviewed by some governments.

Fascinating trend survey that is really a snapshot

The Australian Chamber of Commerce and Industry (ACCI) has released a fascinating report into occupational health and safety (OHS) trends in Australia. As with the survey report by the Australian Council of Trade Unions earlier this month, the results are far from representative of the Australian population. In fact, the ACCI report is based on only 86 respondents.

The small sample limits some of the conclusions made by ACCI’s Director WHS Policy, Jennifer Low, but regardless, the report provides some insight into the OHS priorities, concerns and OHS literacy of ACCI members.
