Selling remediation as prevention is dishonest

Regular readers of, and subscribers to, this blog know that I am a strong advocate for the prevention of suicides, especially those related to work. Mental illness is not always connected to suicides but there is often a correlation between, mental stress, self-harm, suicide ideation and suicides. as such it is useful to keep an eye on suicide statistics, particularly in industries or times of great stress.

In early December 2020, Victoria’s Minister for Mental Health, James Merlino, addressed the Parliamentary Accounts and Estimates Committee (PAEC) to discuss the 2020-21 Budget Estimates. At that time, Merlino made some clear statements about the rates of suicides, which are useful to remember when evaluating suicide and mental illness prevention strategies like those mentioned in the Productivity Commission’s recent inquiry into Mental Health.

SafetyAtWorkBlog 2020 statistics

Occasionally SafetyAtWorkBlog publishes a statistical profile in response to one of the most common questions I get asked – who many readers does the blog have? The internet is far from simple and internet statistics are perhaps the most unreliable of all statistics, as some are purposely hidden, others are intentionally obtuse and almost all of it relates to advertising. Bearing that in mind, WordPress records that this blog has been viewed 3,836,432 times in 2020.

Below is some of the data available with a comparison, where possible, with statistics from two years ago.

Suicide statistics could benefit from a different analysis

Regular readers of this blog would be aware that I feel that the prevention of suicide gains less attention than early intervention and that mental health has dominated suicide discussions to the point that suicides without a mental health context are largely ignored. This situation is starting to change with non-psychological pressures gaining some acknowledgement, if not examination. Mental health still dominates but the pool of contributory factors is expanding.

On 30 November 2020, the Medical Journal of Australia published the best recent example of this change, an article called “Suicide by young Australians, 2006-20415: a cross-sectional analysis of national coronial data.” The most useful statement in the research report, and the media release, is:

Thanks, but we need more

Statistics are vital to any decisions about occupational health and safety (OHS). Safe Work Australia (SWA) does a great job providing statistical packages based on the data sources it can access. Last week SWA released its 2019 report on “Work-related Traumatic Injury Fatalities” which identified vehicle collisions as, by and large, the most common cause of worker fatalities. This category may be a surprise to many readers but perhaps the most important part of the report is what is omitted.

WFH. What-Ifs. WTF?

On September 12 2020, The Australian’s workplace relations journalist Ewin Hannan wrote about working from home (WFH), a reasonable topic as many Australians have been asked to do this, often at the request of the State Government, in order to reduce and control the spread of the COVID-19 coronavirus. The structure of the article centred on the additional costs and risks to employers from having workers work from home, especially in relation to potential injuries and workers’ compensation. This perspective on occupational health and safety (OHS) is seriously skewed, but it reflects the dominant perspective in the media and the community. A little bit more research would have provided a more accurate picture about Working From Home.

We’ve got Industrial Manslaughter laws, now what?

So, Victoria now has Industrial Manslaughter laws. Now what? Within days of the activation of these laws a worker died at the Thales worksite in Bendigo. This location is covered by the Federal Work Health and Safety laws, but this has not stopped social media from mentioning Industrial Manslaughter. It seems now that every work-related death will be assessed through the IM lens. It may be that the threat of jail should always have been the starting point for occupational health and safety (OHS) penalties and investigations but initial responses to the IM laws have been mixed, and some seem to be more interested in what, in the past, has been a sideline to the IM discussion – deaths, in work vehicles, suicides and industrial illness.

Safety notification app

Last weekend across the road from home, two workers were on the roof of a three-storey apartment block construction installing or inspecting solar panels. No fall protection, no harnesses. I grabbed my phone to notify my local WorkSafe about this unsafe work activity. The switchboard was closed, and the phone number listed on the website was identified as only for emergencies. Was this an emergency? Not sure. By the time I worked it out, the workers were off the roof and the opportunity passed.

I now wish that my State had a notification app like that operating in New South Wales. I would have taken some photos and notified the occupational health and safety (OHS) regulator. The “Speak Up, Save Lives” app seems good, but it may also undercut the pathways to Consultation established through the OHS laws.
