Workers’ Inferno

Recently the 20th anniversary of the Esso Longford disaster was commemorated in Victoria. Coinciding with this anniversary was the release of a book about the disaster and its personal aftermath, Workers’ Inferno, written by Ramsina Lee.

This book has been in development for many, many years and the Lee’s writing talent is on display in the structure of the book and the stories within.  These stories largely linear But the multiple strands allow Lee to jump from one to the other providing a variety tone.

OHS needs to accept the influence of neoliberalism and rebuild

Many have been claiming that the era of neoliberal economics and the associated politics is over or, at least, coughing up blood.  However, occupational health and safety (OHS) is rarely discussed in terms of the neoliberal impacts, and vice versa, yet many of the business frustrations with red tape, regulatory enforcement strategies, reporting mechanisms and requirements and others have changed how OHS has been managed and interpreted.

New reporting standard reflects the social licence

Inaccurate or insufficient data about occupational health and safety (OHS) plagues the decision-making of governments and business, and OHS professionals.  Technology has provided some hope on better datasets but only for the analysis of data, not necessarily the quality of that data. Workplace incidents and issues continue to be under-reported, especially non-traumatic incidents. The Global Reporting Initiative (GRI) offers a framework for better reporting of OHS issues and incidents which also improves the credibility of companies, helping to regain the trust of the community.

The risks of having an OHS policy

If you ask a lawyer for advice about any issue related to occupational health and safety (OHS) their first piece of advice is likely to be “write a policy”.  There are good legal reasons for advocating a policy, but policies can also create major problems.  Policies are both a reflection of a workplace and the base on which improvements can be created.

Search for OHS policy guidance from the Victorian Government  and it takes you to a page that describes an OHS policy as

“Laws, regulations and compliance codes which set out the responsibilities of employers and workers to ensure that safety is maintained at work.”

NO it’s not.  The page also directs you to a WorkSafe page about insurance!

Inquiry into industrial deaths moves to Adelaide

Conversations about occupational health and safety (ohs) occur very rarely unless you are an educator who talks about this stuff every day.  We manage health and safety and advise on it but rarely get a chance just to talk about safety with peers.  This is where documents like the recent transcripts of Australia’s Senate inquiry into industrial deaths can be helpful.  For instance Andrea Madeley said this on August 29 2018 in Adelaide:

“I do not think that the Robens model of work health and safety was ever based on anything beyond encouragement. It was a model designed to lift and encourage employers, not to enforce laws, and we see that today, still. The guiding principles, even today, on enforcing work health and safety laws really are more about encouraging and educating. I don’t have a problem with that as long as we’re not treating the people that are suffering in the process like outcasts. Their loss is virtually ignored unless you happen to be a financial dependant.”

Given that it occurred almost fifty years ago, it is easy to forget the times in which Lord Robens issued his report into the management of workplace health and safety.  It was controversial in its day and the Australian iterations of his OHS principles were similarly opposed when they were introduced in the 1980s.

People Risk = OHS for Human Resource professionals

The Governance Institute of Australia hosted a discussion about “Corporate culture and people risk — lessons from the Royal Commission”.  The seminar was worthwhile attending but there was also moments of discomfort.

The reality was that The Royal Commission into Misconduct in the Banking, Superannuation and Financial Services Industry was not discussed in any great detail as it was treated as a ghost hovering behind the discussion but not a scary ghost, almost a ghost of embarrassment.

And it seems that “People Risk” is what the Human Resource (HR) profession calls occupational health and safety (OHS) when it can’t bring itself to say occupational health and safety.
