Finally some valuable and practical details on occupational health and safety programs

Earlier this month SafetyAtWorkBlog was critical of a (still yet to be released) guidebook on “Integrated approaches to worker health, safety and well-being”.  Specifically the case study information in the guidebook needed more depth and it was suggested that

“ This weakness could be compensated for through a strong campaign where the companies in the case studies speak about their experiences first-hand.”

The Victorian Workcover Authority (VWA) has redeemed itself slightly with a presentation by one of the case studies’ safety managers during the authority’s annual OHS week.  Murray Keen of ConnectEast provided a detailed list of the combination of safety and health programs the company has applied over the last few years.  Keen claims that these programs have contributed to the company having

  • no workers compensation claims since december 2009;
  • a much lower than average attrition rate in its call centre;
  • annual absenteeism of 4.6 days per person compared to a national average of between 8.75 and 9.2 days; and
  • only 4 first aid incidents for the 2013-14 financial year – no Lost Time Injury or Medical Treatment Injury.

Keen also told the audience that the company has granted him a year-on-year increase to his safety budget and when asked about the cost of the programs introduced he said that one workers compensation claim almost covered the cost of the safety program.

This level of detail is what the guidebook was lacking as it provided the information that many safety managers would need to make a case to their executives for support and resources.

When developing a mental health/wellbeing plan, suicide should not be forgotten

Cover of MIC-Report-October-2014In developing harm reduction and prevention strategies, the occupational health and safety (OHS) profession likes to look at worst case scenarios on the understanding that dealing with an extreme event introduces mechanisms that deal with lesser events.  Partly this is a legacy of Bird’s Pyramid.  During this current month of attention on workplace mental health, the issue of work-related suicide is unavoidable as a worst case scenario for depression and mental ill-health.  There are several new pieces of data on work-related suicides that OHS professionals need to consider as part of their own professional development and to increase their organisational and operational relevance.

Mates In Construction

In October 2014, the Mates In Construction (MIC) program released a report on “The economic cost of suicide and suicide behaviour in the NSW construction industry and the impact of MATES in Construction suicide“. Below is a summary of some of its findings, in Australian Dollars:

“The average age of each suicide fatality among construction industry workers was 36.8 years and 37.7 years in QLD [Queensland] and NSW [New South Wales], respectively.”

“The average cost of a self-harm attempt resulting in a short-term absence from work is estimated at $925 in 2010 dollars.”

“Each self-harm attempt resulting in full incapacity is estimated at $2.78 million; and, each suicide attempt resulting in a fatality is estimated at $2.14 million”

“The key cost driver for full incapacity and a fatality is lost income, equivalent to 27.3 years productive years”

“Across all categories, the burden of cost associated with self-harm and suicide is borne largely by the government: 97% or $4.80 million of the total combined cost of $4.92 million.” (all in page 3)

A Declaration of lip service on OHS

Next month Australia hosts the G20 but there is always a lot of activity leading to this meeting and labour relations is part of that preparation.  In September 2014 the G20 conducted its Labour and Employment Ministerial meeting at which a Declaration was released that includes some occupational health and safety (OHS) information.  The Declaration is full of “weasel words” and “soft verbs” but it is worth noting so that the actions of governments on OHS in the future can be referenced, even though tangible results will be few.

On promoting safer workplaces, the Declaration states:

“Improving workplace safety and health is an urgent priority that protects workers and contributes to increased productivity and growth. We agree to take further steps to reduce the substantial human and economic costs associated with unsafe workplaces and work-related illnesses. We endorse the attached G20 Statement on Safer and Healthier Workplaces (Annex C), and we commit, as appropriate, to implement its recommendations in collaboration with governments, international organisations and social partners.”

If we were to deconstruct this statement, accepting that the paragraph is extracted from the labour relations context, the Australian Government, and other parties, does not accept that OHS is an “urgent priority”, only that improving it is.  Any government can prove that it is “improving” OHS even when controls are removed due to red tape reduction or by the ideological strategy of increasing employer control through increased flexibility.

Dangerous personalities making work unsafe – really?

Pages from dangerous-personalities-making-work-unsafe-1Australian recruiting firm, Sacs Consulting, has released the findings of a survey entitled “Dangerous Personalities making work unsafe“.  Such surveys are predominantly marketing exercises and usually, as in this case, there is a limited amount of data available but the results are often broadly distributed and add to the discussion about workplace safety.

The headline itself is a red flag to occupational health and safety (OHS) professionals who are old enough to remember the debate about “blaming the worker” for OHS breaches, injuries and illnesses.  Most safety managers and corporate safety programs are applying a “no blame” philosophy to combat the worker focus but the reality is that workers are still being blamed and being dismissed for safety breaches.  The Sacs Consulting survey confirms the growing worker focus by looking at the personal rather than the organisational.

The Sacs study found:

“…that some people still ignore OHS rules and act unsafely in the workplace, whereas others value their own safety and that of their colleagues so actively that they try to improve the safety of their workplace. Using personality and values testing, the study was able to predict whether an individual is more or less

Some plain talking on SWMS

In Sydney this afternoon a workplace safety trade show held a fascinating (and free) panel discussion on safety in construction. The topic of Safe Work Method Statements (SWMS) was raised, as expected, but the comments were sound – SWMS are only required for specific high-risk activities so make them simple enough to satisfy legislative requirements…

“Put the human being first”

One of the most contentious issues in safety management is the treatment of workers compensation claimants.  On 18 August 2014, a small qualitative research report into this area was launched in Melbourne.  The report, “Filling the Dark Spot: fifteen injured workers shine a light on the workers compensation system to improve it for others”* identified four themes in the workers’ stories:

  • a sense of injustice
  • a lack of control and agency
  • loss of trust, and
  • loss of identity.

These themes, or at least some of them, are increasingly appearing on the occupational health and safety (OHS) literature.  To establish a successful sustainable workplace culture, one needs to establish and maintain trust.  Workers also seem to need some degree of control, or at least influence, over their working conditions and environment.  Also workers, and managers, need to receive a fair hearing, what most would describe as “natural justice”.

One hour of OHS discussion on New Zealand radio

On 17 August 2014, RadioLiveNZ‘s Mark Sainsbury devoted an hour to discussing workplace health and safety.  Given New Zealand has undergone a remarkable change on its occupational health and safety (OHS) strategy since the Pike River disaster, with the restructuring of its regulations and regulator into WorkSafeNZ, the various interviews are worth listening to.

This series of interviews are structured assuming that the audience has no prior knowledge of OHS.  The first interview was with a representative of the Accident Compensation Commission, Dr Geraint Emrys.

Dr Emrys lists fishing, forestry, and farming and agriculture as the industries of most concern.  This list is not surprising considering the industrial profile of New Zealand but it is curious that mining was not mentioned, even in passing, given the prominence of Pike River.
