Radio interview on harmonisation of OHS law

Last week, I had the pleasure of being interviewed byElanor McInerney of the 3CR radio program, Stick Together.  The interview concerned the harmonisation law in Australia and my thoughts on the risks and impacts it would have on Australian business and workers.

Trade unionist talks about nanotechnology risks

In October 2008, SafetyAtWorkBlog spoke with Renata Musolino of the Victorian Trades Hall Council.  At that time the trade union movement was finalising its policies and positions on nanotechnology into the campaign  that is being rolled out at the moment.

In the SafetyAtWork podcast released in April 2009, Renata talks about how nanotechnologies links with mesothelioma but also some parallels with genetically modified organisms.  She discusses the need for more information about the nanomaterials and how one should apply the precautionary principle in this case.

Lawyer speaks on nanotechnology risks

A leading Australian OHS lawyer, Michael Tooma, spoke to ABC Radio on 16 April 2009.

Tooma spoke about the potential risks employers face by dealing with a substance whose hazard rating is unclear. HE says

“Employers at the moment may be unaware of the extent of the potential liability sometime down the track. …We could be facing another epidemic in our industrial history of people, large groups of people, displaying latent symptoms from current exposures that are taking place at the moment. “

The unions have repeatedly made the comparison with asbestos hazards but as  Dr Craig Cormick of the Australian Office of Nanotechnology says, in the same interview, that in the early usage of asbestos evidence of potential harm was available but not shared.

Nanotechnology safety campaign (with Interview)

On 18 March 2009, Steve Mullins the OHS Officer with the Australian Council of Trade Unions presented a paper on nanotechnology hazards to the “Science Meets Parliament” forum.  His concerns over worker safety are not shared by the nanotechnology industry as media reports show but, as Steve points out, nanotechnology hazards have some interesting parallels with asbestos.

Below are the concerns that Steve has over the nanotechnology manufacturing industry in Australia:  

  • No regulatory acceptance that nanomaterials are more hazardous
  • No nano specific risk assessment or controls mandated
  • No nano specific monitoring equipment 
  • No nano specific MSDS
  • No exposure levels
  • No labels
  • No requirement to inform
  • No health surveillance
  • No training
  • No nano specific PPE
  • Where nano specific risk management applied or promoted, end up trying to apply controls designed for larger material anyway
  • There is no coordinated approach

Amanda Barnard

In 2008 Australian theoretical physicist Amanda Barnard was awarded the L’Oréal Australia For Women in Science Fellowship.  Barnard is developing computational tools to predict the behaviour of nanoparticles in the environment.

Union influence on OHS – interview with Professor Michael Quinlan

Professor Michael Quinlan of the University of New South Wales believes that the influence of Australian trade unions in improving OHS conditions should not be underestimated or past achievements, forgotten.  

In talking with Kevin Jones in a recent podcast, Quinlan said that the persistent accusation of unions using OHS as an industrial relations tool is “largely an ideological beat-up”.  Although he does believe that Australian trade unions have not pursued workplace hazards to the extent they should have, even with the impeding launch of a campaign on cancers. 

Professor Quinlan mentioned that

“most health and safety management systems are, in fact, largely management safety systems.  They not deal a lot with health….. Their KPIs [Key Performance Indicators] are always expressed in terms of zero-injuries or zero-harm.”

 He also emphasised that that more Australian workers are killed as a result of occupational disease than injury.

He also addresses the growing demand for occupational health and safety regulation to move from industrial relations to the area of health.  Quinlan believes this will never happen because matters to do with employment, organisational restructuring and others have an OHS impact.  He says that running OHS as “an entirely separate agenda…is intellectually and factually flawed.”

Quinlan acknowledges the argument that Robens-style legislation was relevant for the time and where union-presence persists but he said

“where you don’t have effective or worker input, you will have serious problems with health and safety”.

He reminded us that Roben’s also advocated self-regulation, a concept of which there is now great suspicion in a range of business areas.

Quinlan spoke highly of some of the initiatives of OHS regulation, for instance, the adaptation of the inspectorate to duty-of-care matters and a broader operational brief. He also said that the current OHS legislation in Australia “is the best we’ve ever had” and believes some of the recent criticism needs to be supported by evidence.  Also none of the critics have proposed a viable alternative.

Drug abuse at work – podcast interview with Professor Steve Allsop

The editors of SafetyAtWorkBlog produced SafetyAtWork podcasts several years ago.  These interviews deserve some longevity even though some of the references have dated.  In this context, SafetyAtWorkBlog is re-releasing a podcast from September 2006 on the management of drugs in the workplace. (The podcast is available at SafetyAtWork Podcast – September 2006 )

Professor Steven Allsop is a leading researching on the use of drugs at work and socially.  Steven is also the Director of the National Drug Research Institute.  In this interview he discusses amphetamine use, how to broach the issue of drug use with a worker and drug policies in industrial sectors.

HSE Podcast – December 2008

England’s Health and Safety Executive monthly podcasts are an interesting variation on the obligation of OHS regulators to communicate with its clients.  These podcasts follow the format of a corporate newsletter

Most of the news will be familiar to those who regularly visit the HSE website or subscribe to one of their RRS feeds but the podcast is a good summary of the regulator’s activity.

The feature interview/article is a good mix of talking with regular business operators, visitors to the HSE exhibition stand at Aintree racecourse, and promotion of HSE links.

The secondary article focusses on the use of vehicles at work, such as delivery vans.  The article supports a vehicle-at-work website but, as has happened in some of the Australian States, safety in this sector has often not been seen as an OHS obligation, or at least a difficult one to implement, and has been dominated by transport and road safety legislation. Some of this advice is a diversification of the forklift and transport yard safety practices to a broader audience and application.

As a teaser and a signpost to online resources in the HSE website, the podcast works well.  For those outside of the UK there is probably more to learn from the podcast construction and its existence, than the information content.  

Many safety professionals are so internet-savvy in 2009 that their state-of-knowledge on OHS (or at least the information in their PC that they have yet to get around to) has rarely been higher.

The podcast should be heard for lots of reasons.  A major one for me in Australia was to hear the accents of people in my hometown.  Some listeners who are unfamiliar with scouse may want to read parts of the transcript.
