Inspectors and Health and Wellbeing Advisers

On 30 September 2015, SafetyAtWorkBlog highlighted a conversation about inspector numbers from the Tasmanian Parliament.  The information was confusing but crucial in understanding WorkSafe Tasmania’s occupational health and safety enforcement capacity and strategy.

Below are some questions posed to WorkSafe Tasmania in an attempt to clarify the issues and the OHS regulator’s replies. Two responses prompted comment on workplace health and wellbeing strategies.

A possible change in approach on quad bike safety

The Federal Chamber of Automotive Industries (FCAI) is an integral stakeholder in the improvement in the safety performance of quad bikes. However, some of its past strategies have been belligerent, divisive and have limited the safety debate.  There are hints that the FCAI’s communication strategy has changed and this can only be for the better.

On October 1, 2015, FCAI issued a media release that was a gentle questioning of the Star Safety Rating program recently advocated by quad bike safety advocates and researchers.  The FCAI says that the research on which the rating system is based

“…does not correlate with real world performance is premature and needs to be further explored.”

Australia’s Safe Work Month launched

The CEO of Safe Work Australia, Michelle Baxter, has launched National Safe Work Month in a video address this morning. This speech is the first of many online Virtual Safety Seminars for 2015. The seminar program is much expanded since last year’s inaugural attempt and a recent discussion on this program’s development is available here. The videos will be good additions to the Australian body of knowledge on workplace safety.

This video illustrates some of the challenges in producing videos and webinars. The lack of commonly used acronyms for workplace safety  such as OHS or WHS can disturb the vocal flow by requiring formal and clear speech. The use of an autocue or teleprompter is also a skill that requires practice, as UK politician Jeremy Corbyn has recently acknowledged.

ACTU Congress’ draft OHS policies deserve serious analysis

Pages from draft-2015-actu-congress-policies-2015-consolidatedThe Australian Council of Trade Unions (ACTU) commences its 2015 Congress this week.  Each year around 800 trade union delegates meet to discuss changes to policies and to develop or refine strategies. This year the ACTU released its draft policies publicly prior to the Congress.  These policies have a long and strong historical and industrial relations context.  Occupational health and safety (OHS) is an important part of these policies and should spark discussions in the union movement and the OHS profession.

Early in the document, the ACTU states its “bargaining agenda” in which is included

“better work, life and family balance.” (page 7)

Curiously, the ACTU has chosen “better” rather than “safe”.  Better is a more inclusive term but harder to define.  Better for whom?  Better could be better paid or more secure or safer.

Trade unionists often see OHS as being monitored and enforced through the mechanism of the Health and Safety Representatives (HSRs) and would argue that OHS is throughout all the draft policies due to the HSR role but there are more workplaces in Australia without HSRs than with and it is worth considering the policies as independent from the HSR structure, if that is possible..

Dignity and solemnity at Workers’ Memorial Day

The Victorian commemoration of International Workers Memorial Day has held on28 April 2015 and was a major improvement on previous memorials.  The politics was muted by the speakers.  There was no tray truck of angry unionists yelling through tannoys and heading off half way through the event to a protest rally that they see as more important than remembering the dead. There was a good level of dignity and solemnity …… finally.

New analysis of deaths at work

Cover of Deaths at Work 2014Barry Naismith has followed up his first report into WorkSafe with a second that analyses the workplace deaths in Victoria since 1985.

One of the attractions of Naismith’s analyses is that he considers the broader context to the data.  His first report looked at WorkSafe Victoria’s actions and policies in relation to the executive and board complexion.  In this report he looks at the frequency of deaths with WorkSafe campaigns and enforcement response.

The analysis may not have the authority of a fully-funded research program from an academic institution but the level of detail he has collected from official sources is impressive, and in the absence of any other analysis, Naismith’s work deserves serious attention.

Queensland’s workers’ compensation performance is “double plus good”

The Queensland Premier, Campbell Newman, called a “snap” election for the end of January 2015. On 11 January 2015, Newman tweeted:

“Queenslanders injured at work are covered by Australia’s strongest workers’ compensation scheme.”

This is a further example of political newspeak as what does a “strong” workers’ compensation scheme look like? Newman’s tweet included an image that provides some clarity to his claim.
