The SIA identifies four big issues for it in 2015

The Safety Institute of Australia‘s (SIA) CEO David Clarke revealed his four big issues for the SIA at a recent breakfast function in Melbourne.

Policy Agenda

Clarke stated that he had instigated the creation of a National Policy Agenda for the SIA – a first for the over 60-year-old registered charity.  Clarke emphasised that the SIA needed to understand the language of government, employers and unions as it relates to safety.  The significance of the agenda was reinforced by Clarke who said that without such a strategy, the SIA would struggle for relevance.

Certification

Another priority was the certification of the occupational health and safety (OHS) profession in Australia.  Clarke admitted that this was a controversial move but sees the establishment of a “licence to operate” as vital to increasing the status of the profession. Safety Asia Summit 2015

Shadow IR Minister addresses trade union OHS conference

O'Connor photoAs part of Safe Work Australia month, or perhaps coincidentally, the Australian Council of Trade Unions held its annual occupational health and safety (OHS) conference in Melbourne, Australia.  On the morning of day 2, the conference heard from the Shadow Minister for Employment Relations, Brendan O’Connor.  The Minister is from the Australian Labor Party (ALP) and had a sympathetic audience but he made several interesting points, particularly when he diverged from the scripted speech (which will be available online shortly) and when he took questions.

Royal Commission into the Home Insulation Program 

O’Connor supports the ALP position that the Home Insulation Program (HIP) Royal Commission was a purely political affair to target previous ALP government ministers.  He emphasised that the Royal Commission was the last in a long line of inquiries into worker deaths and OHS prosecutions related to the HIP program and that this inquiry has achieved very little change.  O’Connor said (ad libbed)

“…. that Royal Commission has not recommended any changes to the regulations or obligations on employers to do the right thing at the workplace. It’s almost worse than doing nothing, than to use the health and safety of the workers as a political weapon against your political opponent. That’s how dismissive this government is with respect to health and safety.

Let’s set up a Royal Commission. Let’s summons a former Labor Prime Minister and other Ministers but, of course, all of which we could accept and we supported the establishment of the Royal Commission if that’s what they chose to do, with one caveat – that was, go ahead with the eleventh inquiry into these tragic deaths but make sure that when there are findings about the deficiencies in the law that protects the interests of working people, particularly young workers, do something about it.

Well we’ve seen nothing. We’ll see nothing in terms of changing the law by this government because that was purely a political exercise. To me this underlines how cynical this government is when it comes to health and safety. It only saw it as a political exercise and, I’m afraid to say, you won’t see too many good policy changes as a result of that Commission.”

“It’s easier but it isn’t easy” – OHS leadership tips from IOSH

The Institute of Occupational Safety and Health (IOSH) recently uploaded a swag of videos to YouTube, ostensibly, to promote its upcoming conference.  One video asks if it is harder or easier to inspire leadership on OHS matters.  Most speakers believe it is easier because:

  • there is a stronger social expectation of higher safety standards,
  • managing people is more inclusive,
  • technology allows more effective communication,
  • leaders are coaches,
  • people have a greater awareness of how to be safe.

Some believe it is harder because:

  • it is more difficult to have faith in corporate leaders,
  • companies have a more complex structure of accountability and responsibility,
  • there is greater cynicism of corporate leaders due to the GFC in 2007.

One speaker at IOSH’s upcoming conference says “It’s easier but it isn’t easy” acknowledging past improvements and future challenges.

The IOSH videos are promoting the conference but there is food for thought in all of them.  Conferences in Australia have tried similar teaser ads (some including the author) for conferences but not to the extent that IOSH has through YouTube.  As safety conferences seem to be fading in both length and influence in Australia, such videos will become rarer but, as with rarity, the content may become more valuable.

Measuring a safety culture

Defining safety culture is still a tricky proposition.  Definitions can vary from what Global Safety Index quotes:

‘the product of individual and group values, attitudes and beliefs, competencies and patterns of behaviour that determine the commitment to, and the style and proficiency of, an organisation’s health and safety management’.

to the, arguably more functional, definition of

‘the way you work when nobody’s looking”.

Safety culture comprises a mix of personal values, corporate values, laws, norms, expectations, hopes, respect, dignity, care, amongst others. By assessing and linking these elements it should be possible to map or pictorialise a company’s safety culture.

Several years ago at a Comcare conference in Canberra, one speaker outlined leadership and safety culture of some sections of the public service in web, spider or radar graphs (example above).  The image stuck with me, particularly after additional sets of data allowed for animation to show the evolution of culture and leadership in relation to specific interventions.  The importance of being able to provide a visual image of safety culture should not be understated. Working at Heights seminar video available

In early September 2013 I was invited to participate in a panel discussion on the issue of working at heights.  The “crisis summit” was reported on recently by Marian Macdonald.  The videos of this panel are now available through the WAHA YouTube channel and all the separate videos are worth viewing.  The video in which I first advocate for a focus on safety is embedded below.

The questions from the floor are included in the last video of the panel discussion.  If the issue of working at heights seems dry it is worth looking at the video from the 4.30 minute mark.  Several members of the audience take the Workcover NSW representative to task.

Hundreds plead with government to save lives while those to blame beg for scrutiny

The article below has been written by Marian Macdonald and is about an event that I recently attended in Sydney about fall protection.

When a plumber perched on the rooftop of a skyscraper clips a safety harness onto the point that anchors him to the building, there’s a one-in-three chance the anchor itself is unsafe. Remarkably, the installers being held to blame are pleading for greater scrutiny of their work from the regulator.

SummitAudienceThe Working At Heights Association (WAHA), which represents fall prevention equipment installers, today sent a call to action submission (not available online)  to the Heads Of Workplace Safety Authorities (HWSA). It follows an industry crisis summit held last month where, with a sea of upstretched hands, hundreds packed into a stifling conference room demanded urgent action from governments.
