Look closely at the camel rather than the straw

There are strong parallels between the National Inquiry into Sexual Harassment in Australian Workplaces and others addressing workplace issues, such as the Victorian Royal Commission into Mental and the Productivity Commission’s mental health inquiry, but there is also a connection to the Royal Commission into Banking and Financial Services which has focused the minds of some of Australia’s corporation s and leaders into examining their own workplace cultures and, for some, to reassess the role and application of capitalism.

This is going to become even more of a critical activity as the National Sexual Harassment Inquiry completes its report prior to its release in the first month or two of 2020.

Cultural analysis, and change, is often best undertaken first in a microcosm or specific social context. The experiences of sexual harassment of rural women in Australia is one such context, a context examined in detail by Dr Skye Saunders in her book “Whispers from the Bush“.

Arts Wellbeing Collective shows how it’s done

From an occupational health and safety (OHS) perspective, part of the reason that the Arts Wellbeing Collective (AWC) is being so successful and admired is that it originated outside of the traditional OHS and Health funding models. Existing in the performing arts meant the Collective drew firstly on their modern version of patronage by approaching their sponsors.

Recently the CEO of the AWC, Claire Spencer, spoke at the launch of Victoria’s Health and Safety Month and reminded the audience of the dire straits the performance arts were in with relation to mental health. She referenced the research commissioned by Entertainment Assist and conducted by Victoria University

Truths? Maybe. But Hard? Nah.

Professions often learn more from those in other professions that they do from their own. As such SafetyAtWorkBlog looks in lots of places for insights that may help the occupational health and safety (OHS) profession.

Recently the Australian Human Resource Institute published a discussion paper called “5 Hard Truths about Workplace Culture”. OHS operates in the same workplace culture so there may be lessons for all.

The Interconnectedness Challenge

The solutions to most occupational health and safety (OHS) issues are multidisciplinary meaning that solutions are rarely simple and rarely come from a single source of information or knowledge. Recently I have been challenging my colleagues to spread their voices and experience beyond their own disciplines to illustrate how a worker’s health and safety is affected by a broad range of hazards and environments. I extend that challenge to all organisations including employer and industry groups like the Business Council of Australia (BCA) which has recently released a report on “The state of enterprise bargaining in Australia”.

Many organisations undertake research into different elements of work but rarely take an overall perspective, or one that analyses the interconnection of societal and occupational conditions and pressures. The latest BCA report is one example

Queensland’s ‘Safety Reset’

Queensland is undertaking a “safety reset” following several recent deaths in the mining and quarry industry. This government initiative has the backing of the resources sector and has collated a good amount of safety resources in support of what is a mandatory exercise.

What is a little different in this initiative is that it reinforces that the primary responsibility for occupational health and safety (OHS) rests with the employers and company owners. In the past, government initiatives have tended to take on the responsibility for the OHS changes or imply that it is the government’s job to fix the situation and the relative safety cultures, as if it was government (in)activity that caused the problem.

The absurdity of Work

In early July 2019, my son and I braved a cold Melbourne Friday night to see our very first improvisational comedy show. The catalyst was a show called “F**k this, I Quit“, produced by the Improv Conspiracy, and which is based on the work experiences of the audience there on the night. I was one of around fifteen in the audience, in a room that only holds forty people, and so occupational health and safety (OHS) became a featured theme that night. I, and OHS, was roasted and it was definitely the funniest night of my professional life.

Several audience members were asked about their work experiences. I mentioned that I consulted in OHS, had provided advice to some of Victoria’s licenced brothels, had an uncomfortable conversation one time about discussing nipples while at work and that I thought the most dangerous workplace hazard was electricity as it was invisible and deadly.

Language, labels, thoughts and restraints

Carsten Busch is a committed voice for improvement in occupational health and safety (OHS) and our understanding of it. Recently he published a research paper entitled “Brave New World: Can Positive Developments in Safety Science and Practice also have Negative Sides?” (open access). The paper is of note for several reasons, not including the use Aldous Huxley’s 1932 novel “Brave New World” a book about a dystopia that many Australian high school students in the 1970s were required to read.

Dystopian novels suit the study of OHS as the structure often reflects a character with new experiences of an unfamiliar culture or an awakening or realisation of their place in the world. Brave New World fits the former and George Orwell’s 1984, the latter. OHS professionals often step into a workplace culture that is foreign to what they have understood to be the norm. They evaluate the new culture, find it wanting and suggest repairs, if they can. Over time some OHS professionals, often through an epiphany, realise that they have not achieved what they expected and either leave or turn on the OHS discipline. Some OHS professionals are able to blend both these experiences and perspectives.
