School principals seek solutions to workplace stress

Recently SafetyAtWorkBlog reported on stress issues in Tasmanian teachers.  Victorian data has been revealed of stress in the education profession through The Age newspaperr on 6 July 2010.   Apparently stress claims for school principals have cost $A2.4 million since 2005.

One principal said the claims are likely to be under-reported as a stress claim can kill one’s career.

For the purposes of this blog, control measures or causes need to be identified.  The Age article said that principals have asked the Education Department to consider the following issues.  It is reasonable to assume that these have been identified by the principals as contributory factors to workplace stress. Safety professionals and regulators must think more broadly and for the future

The European Agency for Occupational Safety & Health at Work has released its Annual Report for 2009/10.  Most of the content should be familiar to those who follow EU-OSHA through their blogs and publications but it provides a good indication of the future of OHS in Europe and the methods that will applied in that future.

One significant achievement of EU-OSHA is its anticipation of workplace hazards.  Few OHS regulators and agencies have had the resources or will to forecast the next set of hazards.  The nature of regulators has been reactive possibly because they remain largely uncertain of how to step beyond the factory fence to acknowledge OHS as a broad social element and, after decades of compartmentalising safety and health to the workplace, to try to catch up with the spread of new varieties of workplaces. Teacher stress, resilience and protective factors

Teaching is a stressful occupation.  Any occupation that requires one to not only talk to people but to educate them, is stressful.  Imagine having to do this every week day in front of over twenty people who do not want to be there.  During your lunch break, instead of putting your feet up and reading the paper, you may be required to patrol the inside of a wire fence wearing a fluorescent vest followed by children sucking up or making fun of you.  On days off, you still have scribbled essays to mark or neatly written essays to vet against Wikipedia all the time.  During holidays you travel hours to a remote caravan park on the bend of a river and there will still be a school child who recognises you and keeps saying “Hello, Sir”.

Such can be the life of a teacher but teaching is conducted at a workplace and health at work is a legislated obligation and expectation.  On 23 June 2010, the Tasmanian Government felt the need to clarify some media reports concerning the stress levels of its teachers.  The Education Minister, Lin Thorp, said in a media release that

“… a total of 57 Department of Education employees, including teaching and non-teaching staff, had taken stress leave in the year ending March 2010. This figure is the same as for the previous year. Continue reading “Teacher stress, resilience and protective factors”

HSE and Lord Young test the waters of reform

The head of the UK’s Health & Safety Executive, Judith Hackitt has released part of a letter that she sent to Lord Young of Graffham on the announcement of his OHS review.  According to Hackitt’s media statement she advised

“The terms of reference of your review extend beyond HSE’s remit, which is concerned with addressing real risks and preventing death, injury and ill health to those at work and those affected by work related activities.

“However, we in HSE have been saying for some time that health and safety is being used by too many as a convenient excuse to hide behind.”

Hackitt welcomed the review and has released Lord Young’s response in which he says:

“Thank you for your letter of 14 June confirming your commitment to the review commissioned by the Prime Minister into Health and Safety and the growth of the compensation culture.   Continue reading “HSE and Lord Young test the waters of reform”

A glimpse behind the CEO veneer

The Australian Financial Review published a brief profile of the 53-year-old CEO of the ANZ Banking Group, Mike Smith, on 22 April 2010 (page 23, not available online).  The article ostensibly reported on an ambush and shooting that Smith experienced in South America in 2007 but it also revealed some of his attitudes to leadership and OHS.

Mike Smith stated that as a CEO of a large organisation

“…you really can’t have work-life balance”.

This is not to say that his staff cannot have such a benefit but it sends a message to all those would-be CEOs that personal safety, health and one’s family will be sacrificed if you reach the top.  The implication is that work-life balance needs to be sacrificed on the way to the top although Smith may be describing his own pathway. Smoke-related heart attacks decline in England but how so for hotel workers?

The British Medical Journal has released a report into the effects of smoke-free workplaces on the rate of heart attacks in the English population.  The report finds that a ban on smoking in workplaces has resulted in a 2.4% fall in heart attacks which equates to 12,000 people.  This is good news but it could have been better, or more relevant to workplace safety issues.

The study conclusion acknowledges that

“The considerably smaller decline in admissions observed in England compared with many other jurisdictions probably reflects aspects of the study design and the relatively low levels of exposure to secondhand smoke in England before the legislation.” [emphasis added]

Low levels of cigarette smoke may have been the reality across all workplaces but this is unlikely to have been the case in English pubs, from personal experience.

Research, similar to that undertaken above, would be very useful if it was to assess the cardiovascular disorder rate in hotel workers where the smoke-free obligation has existed since July 2007.  Hotel workers are a readily defined group who could not avoid exposure to second-hand tobacco smoke and a study of the health impacts of this sector could reinforce the wisdom of smoke-free legislation and could show how quickly a common social and public health hazard can be turned around.

The above study is good news, particularly for the 12,000 who may now have the chance to die from old age, but analysing a smaller, more targeted population sample in high exposure environments might have more international significance and application.

The “Triffid defence” applied to asbestos

At the end of The Day of The Triffids, John Wyndham, had mankind living on the Isle of Wight, making sure that Triffids did not infest the island.  Tasmania has a similar mindset as can be seen by its diligence on keeping the land free of foxes but that is keeping out a hazard.  The greater challenge is renewing the land and removing a hazard that was allowed to grow and establish itself like triffids or, more realistically, asbestos.

SafetyAtWorkBlog has written elsewhere about the Australian Workers Union push to make Tasmania free of asbestos by 2020.  The signs are increasingly positive as the Tasmanian government issued a media release on 6 June 2010 that provides substantial impetus and legitimacy to the campaign.

The Minister for Workplace Relations, David O’Byrne, said today that the government will work with industry to develop legislative frameworks that provide a pathway for the prioritised removal of asbestos from Tasmania. Continue reading “The “Triffid defence” applied to asbestos”
