Australian safety awards are important but require rebooting

The 6th annual Safe Work Australia awards concluded a couple of hours ago.  The event was an opportunity to meet Australians prominent in the safety profession, celebrate innovation and to acknowledge individual efforts.  The winners’ achievements were largely significant but there are problems with the OHS award processes across Australia and the Safe Work Australia Awards reflected some of these.

The event, held at Parliament House, included a good collection of corporate, legal and  government decision-makers in the audience of 350 guests.  The Industrial Relations Minister, Chris Evans, delegated Senator Jacinta Collins (media statement available HERE) to attend the function and she expressed a rudimentary understanding of workplace health and safety.  She,  like many others, stated that “all workplace incidents are preventable”, a statement whose value is becoming dubious.  If safety professionals desire evidence-based decision making, someone needs to research the “preventable” statement as it risks creating unreasonable expectations of safety in the community, if it has not already.

The Asphyxiation of OHS

Good OHS thinking and practice are being slowly asphyxiated.  By far most suggestions by workers, unions or good consultants for Health & Safety improvements are ‘choked’ by management naysayers and bureaucrats more in touch with their current minister’s moods than workplace reality.  Not choked immediately or blatantly.   In fact, that person may be patted on the back and encouraged to raise more OHS matters, “Yes, mate, good!  Tell us what else we’re doing wrong, very very helpful.  You just keep on telling us”……..  And slowly any significant discussion about OHS problems is suppressed and killed.

The majority of workers in Australia work in small workplaces where (typically) practical OHS programs are regarded by managers as a nuisance, a bit of ‘over-the-top’ nonsense that slows down productivity.  It’s regarded as an irritant of fashion that will pass, like the fashion-related, politically correct things to say. Independent research into quad bike ROPS safety

In early 2009, Australian engineer, Shane Richardson, completed his thesis into the “Performance Criteria For Effective Structural Rollover Protective Systems For Light Passenger Vehicles”.  Part of his thesis included an evaluation of the New Zealand Department of Labour’s ROPS guidelines for ATVs or quad bikes.

Richardson points out that the guidelines have strong similarities to the Australian Standard for protective Structures on Earth-moving Machinery (AS2294) although quad bikes may tipover or undergo a multi-directional tumble, the latter action is not one considered by AS 2294.  Richardson believed that the earth-moving machinery “origin” of many of the basic concepts and calculations in the NZ DoL guidelines made them useful but inadequate. Dust suppression innovation research

Many areas of Australia are flooded, sodden or just very wet in the middle of this Southern Hemisphere Summer.  Many workplaces had been expecting to be wetting down worksites and roadways to suppress the dust.  Instead the water carts are garaged due to mud.  But the environmental and occupational hazard of dust remains a hazard.

On 13 January 2010, it was announced that the Australian Coal Association Research Program will provide almost a quarter of a million dollars over two years to research the suppression of dust by synthetic means.  This is a good initiative and one that could benefit many mining and non-mining workplaces but the issue of dust suppression with material other than water has raised environmental and health issues in the past.

Quad bike safety issues continue with no end in sight

SafetyAtWorkBlog has been following the discussions about safety of all-terrain vehicles and quad bikes for some time.  This is because the use of these vehicles encapsulate so many of the issues that workplace safety needs to deal with:

  • Safe design
  • Personal protective equipment
  • Hierarchy of controls
  • The line between private activity and work activity
  • Personal responsibility
  • The “nanny state”
  • Regulatory safety guidance
  • Industry-based codes of practice

On 19 December 2010, the New Zealand Sunday Star Times ran a feature article on quad bikes, written by Amanda Cropp (I can’t find the article online but please send a link if you can) entitled “Risky Business”.  The article is a fair summation of many of the perspectives and attitudes to quad bike safety.

New safety culture diagnostic tool

Scandinavia has been the region of choice for many OHS and industrial relations reforms but now something has come from the other side of the world, New Zealand, which should excite OHS professionals.

The Department of Labour (DoL) has released a “self-help diagnostic tool” to identify safety culture.  The DoL Workplace Services Group Manager, Maarten Quivooy, says

“One of the best ways to improve a safety culture is to start measuring it. This tool gives businesses the guidance they need to understand what’s working well and where there is room for improvement…

“It can be used by any industry or business that is motivated to improve its health and safety performance. Ultimately it will help a business make a start diagnosing its culture and, most importantly, planning for change.  Building a better safety culture builds a better business.”

The basis of the tool is a short survey which includes 24 simple questions that will generate important discussions individually but could provide a fairly decent indication of a company’s safety culture if the workplace honestly completes it.  Continue reading “New safety culture diagnostic tool”

Australian OHS Awards need a review to stay relevant

Australia’s OHS awards season has concluded with many of the same challenges it had in 2009.

Most States have harmonised their awards categories so that the national OHS awards in March 2011 are fairer but the worth of some categories, listed below,  remains in question.

“Category 1: Best Workplace Health and Safety Management System

a. Private Sector

b. Public Sector

Category 2: Best Solution to an Identified Workplace Health and Safety Issue

Category 3: Best Workplace Health and Safety practice/s in Small Business

Category 4: Best Individual Contribution to Workplace Health and Safety

An employee, such as a health and safety representative

An outstanding contribution by an OHS manager or a person with responsibility for work health and safety as part of their duties”
