2020 OHS plans for Queensland mines

The Queensland Government’s “Safety Reset” of its mining industry was a remarkable achievement in 2019. The government intends to be equally active in occupational health and safety (OHS) in 2020, according to a media release dated 18 January 2020. Below are its “current and upcoming health and safety reforms”:

Cocky on Industrial Manslaughter and confident on OHS of vehicles

Even before the Victorian Parliament (maybe) passes the Industrial Manslaughter amendments to the Occupational Health and Safety Act, Premier Daniel Andrews is promising new, targeted investigative resources. Even though Andrews acknowledged that the laws may not pass, he seems super-confident and we know that politics is littered with cases of over-confidence.

If the opposition Liberal/National Party coalition wanted to seriously embarrass the Premier and this Labor Government, it could nobble the changes in the Legislative Council in a move that would be popular with the major business organisations, agricultural industry groups and farmers.

Many of the issues Andrews’ raised at the Victorian Labor Party conference on 16 November 2019 make a lot of sense, but why jeopardise a crucial vote on the Industrial Manslaughter laws? And how will he bring commercial vehicles into the occupational health and safety statistics, as he has promised?

Innovation rather than complaints needed on safety

The Victorian “Labor” Government has submitted its Workplace Manslaughter legislation to its Parliament. Debate is likely to begin, in earnest, from November 12, 2019. There were several surprises on which various business associations have expressed concerns, one surprise was that businesses seem to have been ignored by the government.

In many ways, the challenges are less about the legislation than what those business associations plan to do about occupational health and safety themselves.

Grab bag of OHS issues – heavy vehicles, mental health, bullying and fatigue

There are a few occupational health and safety (OHS) matters in Australia that happened in the last week that are of note. SafetyAtWorkBlog has put together a quick list of those matters of interest.

Big Mental Health Challenge

“The Australian Capital Territory has appointed its first “dedicated psychological health officer [who] will equip workplaces with the tools and resources needed to support the social and emotional wellbeing of working Canberrans.

The psychological health officer will provide employees, managers and supervisors with support such as information sessions, accessible resources and training programs. WorkSafe ACT inspectors will also receive training and access to ongoing mentoring for responding to psychological hazards.”

More background to the conspiracy claims around safety on level crossing removal worksite

Earlier this years SafetyAtWorkBlog wrote about accusations of a conspiracy between WorkSafe Victoria, Victoria Police, and construction company McConnell Dowell, made by a trade union radio program “The Concrete Gang“. Law Conference challenges everyone

This week Safe Work Australia commenced another round of public consultation on the recommendations of the Boland Report. There was no hint of this at last week’s WHS Prosecution and Enforcement Conference. That conference had no speaker from SWA but it did have Marie Boland as a keynote speaker, and even she made no mention of this next stage of consultation. However, the conference was lively, challenging and revealing.

The potential of undocumented safety

SafeWorkSA’s CEO, Martyn Campbell, is fast becoming the highest profile occupational health and safety (OHS) regulator in Australia, partly because he has committed to communicating with stakeholders. Recently on the SafetyOnTap podcast Campbell, spoke about non-paper-based compliance. Given the current attention to safety clutter by David Provan and Greg Smith, his comments deserve some brief consideration.

Campbell was speaking about the importance of formalising OHS investigations through ICAM or root cause analysis and how proof of safety compliance comes through paperwork:
