Too big to be held accountable?

Paul Howes, national secretary of the Australian Workers union has issued a media statement in support of the International Day of Mourning in which he says the Government is scared of BHP Billiton.

“Politicians – of all political shades – are just too scared to stand up to BHP-Billiton and tell them that in a safe work place people should come before profits”

The statement goes on to itemise the benefits of a unionised workplace and many of the comments will be familiar to readers and OHS professionals but what Howes statement implies is that not only is profitability given a higher priority than safety by the company but that the Australian Government is putting economic growth before corporate accountability for safety. “For the government, safety has always been the number one priority” – Really?

On 27 April 2010, less than 24 hours after a highly critical television program was broadcast about his government’s mismanagement of its insulation rebate scheme, Prime Minister Kevin Rudd apologised to the families of the men who died while installing roof insulation.

“Certainly, when it comes to the Fuller family, I, together with other ministers of the government, are deeply sorry for what has occurred as it affects their loved ones and nothing, no action, actually brings those loved ones back,…”

There was a political imperative for the apology as the program reported that he met with one family and at the time expressed no regret.  But in the context of this blog’s subject area, Rudd has said something that should kill corporate safety pledges.   Continue reading ““For the government, safety has always been the number one priority” – Really?”

If safety culture begins at the top, what message is the Australian Government sending on insulation installer deaths?

If safety culture is set and developed by leaders, what does it mean when a Prime Minister launches a scheme that places the creation of jobs over the need for worker safety?

Two days before International Workers’ Memorial Day, the Australian Broadcasting Corporation’s Four Corners program analyses the failed insulation scheme initiated by the Australian Government in 2009.

According to the Four Corners website:

“Four Corners takes a forensic look at a chain of events that began with so many good intentions but ended in death and political humiliation. What exactly were the warnings given to the Department of Environment and the Minister Peter Garrett? Why did senior officials inside the Department reject safety concerns, preferring to play up the job creation aspects of the program?”

An audio preview of the Four Corners is available online.  In that interview a whistleblower from the Department of the Environment states that

Is overwork part of the Australian Government’s project management difficulties?

On the Insiders television program on 21 February 2010, host Barrie Cassidy closed a long interview with the Communications Minister Stephen Conroy but asking about the workload of public servants in supporting government programs.  The video is available on-line and the comments are at the 11 minute mark.

Conroy says that the “cracking pace” the Prime Minister, Kevin Rudd, established from the start of his government has continues.  Rudd continues to expect high performance from his Ministers, staff and public servants.  Conroy talks about the change that has been demanded of the public service and that this has generated more workload.  He forecasts that the workload may ease if the Government achieves a second term of office.

Cassidy makes the link between the “pushing people too hard” and the failure of Government schemes such as the insulation scheme that was cancelled by the Environment Minister, Peter Garrett on 19 February 2010. Television exposé of children at risk on roof insulation worksite

On 16 February 2010, I was interviewed by Channel 7 television in Melbourne over 20 minutes of footage they had received that showed unacceptable work practices at a domestic site in Cranbourne.

Emails from friends told me that my words and face were used in promotional ads by the TV program. At the time of writing this, I have not seen the ads and I have no idea what words of mine they will use in the program to be broadcast this evening, 17 February 2010. [Video now available online]

Today Tonight has video of  two men who are installing fibreglass insulation into a domestic roof space after having made an entry by removing some roof tiles.  The men were employed to undertake the work by a company that has registered with the Australian Government for the task.  The workers are equipped with face masks, gloves and coveralls.  No fall protection was provided. Promising work flexibility and health research doesn’t go anywhere

“A new evidence review* suggests that giving employees more flexibility over their work schedules is likely to boost their health as judged by measures like blood pressure and stress. But interventions that are motivated or dictated by the needs of the employer, such as cutting hours, either have no effect on employee health or make it worse.

“Control at work is good for health,” said review co-author Clare Bambra, a researcher at Durham University, in England. “Given the absence of ill health effects associated with employee-controlled flexibility and the evidence of some positive improvements in some health outcomes,” Bambra said, more flexibility in work schedules “has the potential to promote healthier workplaces and improve work practices.”

The above quote indicates that new evidence may help all of us in assessing the benefits or otherwise of allowing employees to telework, or of readjusting work practices to improve health and safety at work.

Workplace deaths lead to reforms but not of workplace safety

Australia’s Environment Minister, Peter Garrett, has provided a clear indication that, although Julia Gillard may understand OHS, his department does not.

In 2009, several installers of domestic insulation died.  One died from heat stress from working in the ceiling space, another was electrocuted as the metal staple he was using to install foil insulation pierced an electricity cable.  Now the political heat is on the Australian Government because it was their climate change policy that led to a boom in unregistered and inexperienced insulation installers.
