Australia’s psychosocial barometer provides strong evidence for policy and corporate change

OnlineMBA.com recently uploaded a video about “The True Cost of a Bad Boss“.  It is a good summary of the spread of negative organisational and employee effects that can result from poor management  poor understanding and poor communication.  It is well worth remembering this spread when determining the best way to manage workplace safety and increase productivity.

In December 2012, Safe Work Australia released  The Australian Workplace Barometer Report On Psychosocial Safety Climate and Worker Health in Australia, a report that has been largely missed by the Australian media. The report says that:

“A standout finding here is that depression costs Australian employers approximately AUD$8 billion per annum as a result of sickness absence and presenteeism and AUD$693 million per annum of this is due to job strain and bullying.” (page 6)

This is a significant impact on Australian business costs and, if one takes the OnlineMBA information concerning bad bosses, Australian bosses may need to undertake a considerable amount of self-analysis when lobbying for red-tape reductions and calling for productivity increases. Workplace safety and the human condition

Articles and reports about decent work, dignity at work and mental health issues are increasingly appearing on my desktop.  Perhaps this indicates a convergence of perspectives to a better understanding of the human imperative in the modern workplace.  It may be a realisation of where and how work fits the human condition.

On May 1 2012, the Australian Catholic Social Justice Council (ACSJC) issued a pastoral letter on the “Dignity of Work“.  This came across my desk around the same time as I was looking at values-based safety.  The parallels between dignity and values-based safety were obvious.

Professor Niki Ellis speaks about OHS, CSR and resilience

Next week the National Comcare Conference is held in Melbourne Australia.  One of the keynote speakers at the conference is Professor Niki Ellis, a prominent Australian OHS researchers and consultant  who is also heading up the Institute for Safety, Compensation and Recovery Research (ISCRR).

On a sunny September 5 2011 I was able to spend half and hour with Niki at a noisy cafe outside Victoria’s State Library talking about:

  • The profile of OHS is Australia as a profession
  • The importance of a practical application for OHS research (what Niki refers to as “interventionist research”)
  • The need for innovation in tertiary institutions
  • The legacy of Dame Carol Black’s UK report “Working for a Healthier Tomorrow
  • The challenge for OHS professionals to cope  with emerging psychosocial hazards
  • The role and importance of Corporate Social Responsibility to workplace health and safety
  • The deficiencies of applying resilience to workplace mental health issues

Canada begins developing a National Standard for Psychological Health and Safety in the Workplace

Mental health is attracting a huge amount of attention in western countries but much of this has a public health focus.  Workplace mental health is not getting enough attention even though, correctly applied, this collective term could include the occupational hazards of stress, bullying, depression and suicide.

Canada has leapt ahead of most countries by committing to develop a National Standard of Canada for Psychological Health and Safety in the Workplace.  According to a backgrounder on the initiative, the Standard

“…will be a stand‐alone voluntary standard. It will provide a methodology that will lead to measureable improvements in psychological health and safety for Canadian employees in their workplaces.”

Significantly, the business case for the Standard is expected to result in

  • enhanced cost effectiveness,
  • improved risk management,
  • increased organizational recruitment and retention [and
  • increased] corporate social responsibility.

This Canadian initiative has considerable merit and may provide the (non-regulatory) glue that is needed to supply a business-friendly management structure for a range of workplace mental health issues that are being combatted in isolation from one another.  Workplace depression is fighting for attention against bullying which is battling out of a subset of stress……… Continue reading “Canada begins developing a National Standard for Psychological Health and Safety in the Workplace”

Is overwork part of the Australian Government’s project management difficulties?

On the Insiders television program on 21 February 2010, host Barrie Cassidy closed a long interview with the Communications Minister Stephen Conroy but asking about the workload of public servants in supporting government programs.  The video is available on-line and the comments are at the 11 minute mark.

Conroy says that the “cracking pace” the Prime Minister, Kevin Rudd, established from the start of his government has continues.  Rudd continues to expect high performance from his Ministers, staff and public servants.  Conroy talks about the change that has been demanded of the public service and that this has generated more workload.  He forecasts that the workload may ease if the Government achieves a second term of office.

Cassidy makes the link between the “pushing people too hard” and the failure of Government schemes such as the insulation scheme that was cancelled by the Environment Minister, Peter Garrett on 19 February 2010. Annual holidays get a TV makeover

Regardless of concerns over the veracity of data, Tourism Australia’s “No Leave, No Life” campaign is continuing to develop its media presence.

The Seven Network announced this week that “No Leave, No Life” will form the basis of a television program to be broadcast from 5 December 2009.  As is the nature of TV shows, when a new successful format is found, it can travel around the world. So, be warned.

The rationale of the “No Leave, No Life” tourism campaign is that employees hold on to their annual leave entitlements and amass many weeks’ leave.  The employer groups have supported this campaign, principally, because this reduces the salary reserves each company must carry to cover the entitlements.Individually, employees can convince themselves that they are indispensable.  The risk, from the workplace safety perspective, is that the individual is not accessing the mental health and stress relief that can come from being away from a workplace for several weeks.

Having no break from work mode can unbalance one’s life and put considerable strain on personal and family relationships.  Just like adequate sleep can have productivity benefits, so can taking annual leave on a regular basis

There is also the organisational benefit that can come from breaking the routine.  Just as individuals may come to believe they are indispensable, so an organisation can come to rely too heavily on individuals.  A healthy corporate system should be able to cope with the absence of any staff member or executive for a short period of time (the period of annual leave).

Business continuity would dictate that a business can continue without key people permanently.  Coping without these people for a short period each year can be considered a trial run of continuity.

In relation to the new television program the Seven Network advised SafetyAtWorkBlog that each episode is structured around the removal of a worker who has a large amount of annual leave from their workplace for a holiday within Australia (hence the Tourism Australia support).  The viewer appeal, other than watching someone else have a good time, is that a comedian is used to fill the role of the holidaying staff members.  The show is likely to illustrate several points – no one is indispensable, a regular holiday is an important individual activity, and, although not indispensable, the employee and their effort is valued by the organisation.

The show will follow people from these occupations:

  • a paediatric nurse in a cardiac ward;
  • a sales manager in a brewery
  • an ambulance paramedic; and
  • a charity events manager.

The OHS role and benefits of regular leave are not as overt in the program as they could be but that is not he purpose of the program.  It is clearly a program that would not have existed without the Tourism Australia campaign.  It has been designed to encourage Australians to take holidays and to holiday within Australia.

It is hoped that if and when people return to work refreshed they may realise how important regular leave is to their own wellbeing and mental health but having stress management or career burnout as a motivation for the employees themselves to take leave would have been more instructional.

Of course, it should be pointed out that businesses are doing themselves no good by allowing for the accumulation of excessive leave in the first place.  In fact, it could be argued that by not enforcing the taking of leave the companies are increasing the stress of their employees and contributing to the social dysfunction that can result from such a work.life imbalance.

Presenteeism and swine flu

Craig Donaldson interviewed Joydeep Hor, managing partner of Australian law firm Harmers on employment issues related to the swine flu outbreak.  Joydeep rightly points out that HR and OHS processes should not differentiate between swine flu and other workplace illnesses.  Hor briefly discusses the employers duty of care and how to question one’s traditional approaches to the “sniffles” at work.

Of course there is also the much under-enforced obligation of the employee not to put their work colleagues at risk – the major argument against presenteeism.
