Psychological advice on handling people that is broadly applicable

The latest edition of Lawyers Weekly includes an article ostensibly about managing bullies in the legal profession written by psychologist, Dr Chris Day.  The article provides some general tips, though, that are useful to any of us who need to make decisions refreshingly she reflects two options that I offer to my OHS clients on safety matters that do not include bullying.  Dr Day says that any problem can be solved by these actions

  1. “Leave…
  2. Change the situation…
  3. Accept the situation…
  4. Do nothing….”

Leave and change are included in the OHS Hierarchy of Control under different terminology.  Doing nothing is advice that few OHS consultants will give but is a strategy that many small businesses apply.  Their risk management strategy is to press their luck and in some cases this can work.   Continue reading “Psychological advice on handling people that is broadly applicable”

Social change through worker dignity

The need for food parcels for those on workers’ compensation seems to continue in South Australia according to a 3 July 2010 report in Adelaide Advertiser.  SafetyAtWorkBlog mentioned the service being offered by Rosemary Mackenzie-Ferguson and others in March 2010.

There are many areas of society that are supported by privately provided social services and this situation is likely to persist but just as soup kitchens illustrate a problem of poverty, so the food service mentioned above indicates a problem with workers’ compensation.

As each Australian state reviews its workers’ compensation laws ahead of a national harmonisation, it seems absurd to focus on the laws but not on the social impacts of those laws.  It is common to refer to a “whole-of-government” approach to issues but “whole-of-society” seems to be a slower concept to embrace.

Much is being made in Australia’s OHS harmonisation process of the need to look at the enforcement policies that support new legislation.  There is also a (flawed) reliance on Courts to provide clarity to the legislation rather than producing clear laws in the first place.  But rarely does government look beyond the law, the Courts, or the enforcement policies to assess the potentially negative social impacts of the OHS and workers’ compensation laws. Another Australia emergency organisation faces bullying claims

Emergency service organisations, like the military, are susceptible to accusations of bullying due to the hierarchical command structure on which they are based. 

For decades this type of structure has been seen as a requirement for efficient emergency response or other activities under tight timelines and high expectations.  It would not take much to perceive one’s supervisor saying “move it, move it, move it” or similar, over time as a repeated insult and, being repeated, an instance of bullying.

The Australian Broadcasting Corporation (ABC) is reporting on claims by the former president of the Metropolitan Fire Brigade Board (MFB), Adrian Nye, who was stood down in April 2010.  The ABC says Nye has accused the MFB of having a culture of bullying. 

CEO Graeme Fountain has called in KPMG to investigate Nye’s claims.

There is sufficient evidence to suggest that the hierarchical command structure is no longer compatible with contemporary expectations of respect, health, safety or wellbeing.  Continue reading “Another Australia emergency organisation faces bullying claims”

New suicide report has something to say about workplace mental health

Work-related suicides have been in the press a lot in Australia over the last six months.  In June 2010, the Australian Government released a report into suicide called The Hidden Toll: Suicide in Australia.  It covers suicide as a social issue broadly but there are some mentions in the report about work-related suicides that are worth noting.

On social costs:

“Ms Dulcie Bird of the Dr Edward Koch Foundation argued that whole communities are often affected when a suicide occurs and described low estimates of the number of people effected by suicide as ‘a load of nonsense’. She gave the example of the suicide of a 16-year-old boy in a small town and noted her organisation had completed ’43 face-to-face interventions for that one suicide’. The Foundation commented that suicide results in the loss of the deceased person’s contribution to society as a whole. Safety professionals and regulators must think more broadly and for the future

The European Agency for Occupational Safety & Health at Work has released its Annual Report for 2009/10.  Most of the content should be familiar to those who follow EU-OSHA through their blogs and publications but it provides a good indication of the future of OHS in Europe and the methods that will applied in that future.

One significant achievement of EU-OSHA is its anticipation of workplace hazards.  Few OHS regulators and agencies have had the resources or will to forecast the next set of hazards.  The nature of regulators has been reactive possibly because they remain largely uncertain of how to step beyond the factory fence to acknowledge OHS as a broad social element and, after decades of compartmentalising safety and health to the workplace, to try to catch up with the spread of new varieties of workplaces. Teacher stress, resilience and protective factors

Teaching is a stressful occupation.  Any occupation that requires one to not only talk to people but to educate them, is stressful.  Imagine having to do this every week day in front of over twenty people who do not want to be there.  During your lunch break, instead of putting your feet up and reading the paper, you may be required to patrol the inside of a wire fence wearing a fluorescent vest followed by children sucking up or making fun of you.  On days off, you still have scribbled essays to mark or neatly written essays to vet against Wikipedia all the time.  During holidays you travel hours to a remote caravan park on the bend of a river and there will still be a school child who recognises you and keeps saying “Hello, Sir”.

Such can be the life of a teacher but teaching is conducted at a workplace and health at work is a legislated obligation and expectation.  On 23 June 2010, the Tasmanian Government felt the need to clarify some media reports concerning the stress levels of its teachers.  The Education Minister, Lin Thorp, said in a media release that

“… a total of 57 Department of Education employees, including teaching and non-teaching staff, had taken stress leave in the year ending March 2010. This figure is the same as for the previous year. Continue reading “Teacher stress, resilience and protective factors”

HSE and Lord Young test the waters of reform

The head of the UK’s Health & Safety Executive, Judith Hackitt has released part of a letter that she sent to Lord Young of Graffham on the announcement of his OHS review.  According to Hackitt’s media statement she advised

“The terms of reference of your review extend beyond HSE’s remit, which is concerned with addressing real risks and preventing death, injury and ill health to those at work and those affected by work related activities.

“However, we in HSE have been saying for some time that health and safety is being used by too many as a convenient excuse to hide behind.”

Hackitt welcomed the review and has released Lord Young’s response in which he says:

“Thank you for your letter of 14 June confirming your commitment to the review commissioned by the Prime Minister into Health and Safety and the growth of the compensation culture.   Continue reading “HSE and Lord Young test the waters of reform”
