Beware OHS statistics quoted in media releases

On 6 April 2011, at the Safety In Action conference in Melbourne, the Safety Institute of Australia and the Australian Institute of Management released the findings of their 2011 Business Survey.  The 2010 survey was discussed in an earlier blog article.

SafetyAtWorkBlog was allowed to see a version of the survey results prior to their public release next week but according to the media release of 6 April:

“More than 40 per cent (41%) of the occupational health and safety (OHS) personnel surveyed did not believe their organisation had a ‘well entrenched OHS culture.’ That view was shared by a quarter of human resources (HR) personnel and senior managers involved in the survey. In contrast, just 11 per cent of CEOs and Board members held that view.

Success from enlightenment not compliance

An article in the InDaily online newspaper for 4 April 2011 provides several safety management issues that are worth pondering. (Thanks to the readers who brought the article to my attention)

Keith Brown was the CEO of South Australia’s Workcover Corporation earlier this century.  He has told InDaily that he lost his position due to a change in the politics of the state and has not been welcome since. (A more personal perspective on Brown was provided by Rosemary McKenzie-Ferguson in a January 2011 blog comment.)

Brown says that the most effective way of reducing the unfunded liabilities of workers compensation is to communicate with all stakeholders in the injury management process.  He believes that

Useful safety information from the US

One always has to be careful about information released on April Fools’ Day but in 2011 an important pieces of safety information from the United States was released – a video message from the Chemical Safety Board (CSB).  A reader also pointed to a set of OHS case studies from the University of Massachusetts Lowell (UMASS) released in January.

Twelve months after the Tesoro Refinery fire in Washington in which seven people died, CSB is continuing its investigation but has released a video message, by Chairperson Rafael Moure-Eraso, that is confronting and displays the exasperation of  safety regulators.

Understanding people is understanding safety

SafetyAtWorkBlog reader Ken Malcolm submitted this comment in response to Yossi Berger’s article of 21 March 2011 but I think it warrants a post of its own:

It is often said two safety professionals never agree however I do agree SA law has been ineffective.  However let me explain why I think this way.

I am in Victoria, in the business of making sustainable changes in the workplace.  I am convinced that prescriptive legislation does not cut it when you want to improve safety, as Lord Robens recognised.  All you get are thicker law books and people less willing to read them.  In most businesses I consult to, they have a problem and the problem is quite simple.  They have excellent systems but nobody is implementing or enforcing them; or the employees are just not following them. In many cases they have an eager OHS Manager with perfect sets of graphs and records; he or she is busily tracking failure.  What they can’t do is drive a culture change.  BTW, safety culture is what you get when the boss isn’t there.

The requirement to find hazards and manage them according to the unique circumstances of the work environment and of the persons within it, does affect culture if this process is supported by senior execs and fostered or encouraged properly.  Laws that encourage that approach are desirable.  With regards to getting tough, fear motivation does not achieve lasting change and with a normalisation of deviance, greater risks are tolerated by degree until people are climbing on safety rails to clean equipment 6 metres from the ground.  Continue reading “Understanding people is understanding safety”

Another public service bullying guide

December must be the month for bullying guidances as another workplace bullying guide for employers has been released in Australia, this time by Comcare.

Comcare has changed considerably over the years, particularly with the influx of private companies and organisations under its jurisdiction.  Where previously it’s guidances covered public servants, postal services and the defence forces, it now has member organisations in construction, banking, and transport.  It is this broad membership that creates challenges for Comcare. Queensland safety magazine released

The Queensland Division of the Safety Institute of Australia regularly produces a newsletter/magazine of consistent quality and the November 2010 edition is available online.

This edition includes an article by Warwick Pearse on the Montara oil spill.  Pearse did not have the luxury of access to the final reports or government’s response but he makes sound recommendations.

Controlling Christmas party risks is a year-round activity

Every year, around this time, law firms and OHS regulators release statements and good OHS advice about the risks of Christmas and end-of-year work parties.  But companies who wait until now to introduce control measures and policies for the risks of occupational violence, sexual harassment and reputational damage have, largely, missed the opportunity to effectively manage these risks.

The need to enforce safe behaviours at work functions is not a seasonal process but one that is integral to the establishment of a safe workplace culture the year round.  This is not to say that a friendly reminder is not useful but, if managed well, it should be nothing more than a reminder.

Of all the OHS advice for parties, Workplace Health & Safety Queensland is most succinct:
