Offshore industry regulator performance

Australia’s National Offshore Petroleum Safety Authority (NOPSA) has released a report of its own OHS performance based on data from 2005 to 2007.  NOPSA has been in the public eye far more than normal due to the Varanus Island explosion and the various investigatory reports.

The report seems to indicate that, as a regulator, NOPSA is performing to expectations.  NOPSA’s CEO John Clegg has acknowledged that the  industry is below the level of its overseas counterparts.  This is peculiar given that other Australian resources industries, like mining, are ahead of other countries and that safety in the offshore industry has had a high profile ever since Piper Alpha.

The report identifies challenges that are difficult but not very surprising:

  • improving leadership – strong leadership is required for the Australian industry to move to the next level
  • dealing with a shortage of skilled personnel
  • managing ageing facilities and minimising gas releases

It will be very interesting to watch the benchmarking of NOPSA and its future role through the OHS harmonisation process that Australia is undergoing.

Insights into crisis decision-making and communications – Victorian Bushfire Royal Commission

There’s an opportunity to follow the hearings of the Victorian Royal Commission on last summer’s horrendous bushfires via a live web stream. Here is the link to the Commission’s home page: http://www.royalcommission.vic.gov.au/ The “live stream” link on that page takes you to a live broadcast of the hearings underway at the time.

Fortunately, the catastrophe of the summer’s bushfires don’t happen often (unfortunately, the enormity of some people lighting fires does happen too often). What is even more rare is for us to be able to listen to first-hand witness experiences of decision-making in extreme conditions and to gain insights from listening to those experiences.

I often have the Royal Commission’s live stream running in the background while doing other work. I do that because I’d prefer to hear the witnesses reports directly. Of course, there will be a final report, but hearing the tone and context of the questions and answers are the sort of things that can be very difficult to recreate in a written report.

Monitoring the live stream is highly recommended for all safety professionals; doubly so for those people who work in larger businesses or organizations. A rare chance to observe and compare decision-making processes and lines of communication in complex situations to see what did and didn’t work.

Decency at work

In 2001 the House of Lords was presented with a Dignity At Work Bill.  This seemed a great idea for unifying different elements of the workplace that can contribute to psychosocial hazards.  This would be a similar approach to using “impairment” to cover drugs, alcohol, fatigue and distraction.  However, it never progressed.

Regular readers of SafetyAtWorkBlog would note an undercurrent of humanism in many of the articles but it is heartening to see this in other articles and blogs.  Maud Purcell of Greenwich Times provides an article from early May 2009 on dignity in the workplace in a time of economic turmoil that you may find of interest and use.

Workplace bullying possibly increasing

A United States report draws a parallel between increasingly difficult economic situations and an increase in workplace bullying.   This video report is lightweight but is a recent airing of the issue with a different approach.

The angle taken in the story is that of a “pink elephant” that women are just as likely to bully their workmates as men are.  Some of the speakers in the video try to relate female bullying to issues of female empowerment but bullying is more often a reflection of personal nastiness than a social movement.

Bullying received increased focus when workplace culture emerged but rather than a gender issue, our increasing intolerance for bullying is coming from a broader cultural movement than just through the workplace.

The video report originated through research undertaken by the Workplace Bullying Institute, an organisation that has existed for sometime and has very recently upgraded its website.

Big fine for go-kart death

The AAP and others are reporting a big fine over the death of Lydia Carter whilst driving a go-kart at a work function held in Port Melbourne in 2006.  The significance of the $A1.4 million fine is that the company, AAA Auscarts Imports Pty Ltd,  is not a large or multinational corporation.

Ms Carter was wearing a seat belt that did not fit properly and safety barriers on the track had been incorrectly installed.  

Judge Duncan Allen said 

“There is no doubt in my mind that (Auscarts) not only was fully aware of the risk, but was fully aware of the ways to reduce them” 

“The company showed a gross disregard concerning the safety of employees and the public.”

For OHS professionals this case, which ended today (12 May 2009) in the Victorian County Court, will generate a fair degree of attention because of the fine’s size.  However, from the information currently available, the case seems one of the go-kart company having a work environment that was unsafe for customers, the company being aware of this and not doing enough to fix it.

SafetyAtWorkBlog is also looking  into how Ms Carter’s death has changed her employer’s organisation, what effect it had on her colleagues, what policy changes have been made, amongst other matters.

The judgement will also be made available as soon as possible.

Workplace safety can be funny

This week workplace safety on a building site received a much needed dose of humour.  The Australian show “ThankGod, You’re Here” had a comedian enter a pretend building site and have to face questions from an OHS inspector as if he was the owner of the site.

The sketch has added impact because of its timing.  It is hard to imagine this occurring ten years ago in a society and industry where OHS compliance was less valued, when hardhats were considered optional and when brightly-coloured vests looked stupid.  That the sketch is funny is a measure of how OHS regulation and enforcement has matured and just how successful the OHS regulators have been in changing the society’s attitudes to workplace safety in Australia.

Also, it shows something more illustrative of comedy, more true.  In the sketch there are some wonderful stunts done by a small earthmover.  Only last year there was outrage, and fines, over some forklift stunts done for real by a young driver in Melbourne.  The environment makes the difference between laughter and outrage.

The success of the TV show’s concept is also indicated by the issue of the 12-year-old welder on the building site.  The comedian, Merrick Watts, removes the issue of age by insisting the young boy is actually in his fifties and just looks younger.

WorkSafe Victoria, whose logo is worn by the pretend inspectors in the sketch, have said that they did not pay for brand placement and that the show did not belittle the work they do.  In fact the show “actually showed that we have a job to do and that there are good reasons for it.”
