Where are the safety profession thinkers?

The most successful safety management improvements come from a multi-disciplinary approach. The biggest leaps in safety management have come not from the established safety academic profession of engineering but from those outside that discipline – sociologists (Andrew Hopkins) , psychologists (James Reason)  and, increasingly, philosophers.

Recently philosopher Alain de Botton  was interviewed in the Australian magazine, Dumbo Feather (issue 30, 2012).  When asked whether the discussion of philosophical ideas exists in popular space, he said:

“I care about a mass audience because I somehow believe that the mass is right.  I believe in a democratic sense that if you’re not reaching a broad number of people with your ideas, that there’s probably something wrong with your ideas.  It might not be everything that’ wrong with them, but something presentational or structural.  We live in very open societies, where if your message is a good one it should be able to get out there.

So when the typical academic says, ‘Well, you know, I don’t want to be open to popular scrutiny’ or, ‘I’m not interested in discussing my material with just anyone’, my response is ‘Well, why?’  What is it about your field of study that makes it inevitably beyond a broader public acceptance or recognition or discussion?”

de Botton is not talking about safety, per se, but he is talking about the communication of ideas and communication, or consultation, is a crucial element of successful safety management.

Why is it that the most useful and interesting perspectives on workplace safety are coming from non-traditional safety disciplines?

Australian financial newspaper discusses workstation ergonomics

For some time, restricted posture at workstations has been identified as being unhealthy.  The Australian Financial Review on 15 May 2012 takes up the story but the author, Dierdre Macken, points to squatting as an option until “they wait for the occupational health and safety review of chairs to come in”.  She misses the point.  Chairs are not the problem.  The type of work and the design of workplaces is a much more important problem.

We have come to understand that productivity is not always achieved through a restricted focus on a work task based on an eight-hour day and that includes between one and three formal breaks.  A better productivity comes from engagement, interaction and a variety of tasks.  Interestingly workplace safety is also improved through these same elements.

Favourable progress could be achieved on OHS if the current reality is accepted

The issue of “control” in Australian OHS law continues to be discussed as industry associations bristle against the introduction of Work Health and Safety laws, frequently on flawed or dubious costings.

Australian safety laws have been moving from the prescriptive tradition for decades. This has been due to various reasons including new workplace hazards that cannot be controlled in defined ways, diminished enforcement resources and confused roles in OHS regulators, the change in labour force dominance from blue- to white-collar occupations but, most of all, repeated demands from business associations for increased flexibility and autonomy on managing workplace safety.

Certainly the degree of control has varied from State to State with New South Wales being considered as having the most business-unfriendly OHS laws but most States are now running under a different set of OHS rules and criticizing the current laws by referring to now-repealed OHS laws in the most extreme State of New South Wales, as Ken Phillips does in today’s The Australian newspaper, is almost sophistry. Workplace safety and the human condition

Articles and reports about decent work, dignity at work and mental health issues are increasingly appearing on my desktop.  Perhaps this indicates a convergence of perspectives to a better understanding of the human imperative in the modern workplace.  It may be a realisation of where and how work fits the human condition.

On May 1 2012, the Australian Catholic Social Justice Council (ACSJC) issued a pastoral letter on the “Dignity of Work“.  This came across my desk around the same time as I was looking at values-based safety.  The parallels between dignity and values-based safety were obvious.

Award winner illustrates a potential new approach to small business OHS support

The most interesting winner at the Safe Work Australia was a small greengrocer, The Hub Fruit Bowl.  This family run business improved their occupational health and safety management system (OHSMS) with little more than a free “Small Business Safety Pack” from SafeWorkSA (no longer available on the SafeWorkSA website).  This is a remarkable contrast to the, presumably expensive, Dupont-based achievement of Australian construction company, Grocon.  The win also illustrates the continued importance of the need for free, or cheap, practical plain safety advice. (Why isn’t there a Dummies Guide to Workplace Safety?)

The Hub Fruit Bowl’s achievement could have far-reaching effects as the low-cost approach can be applied to thousands of small businesses in Australia.   The greengrocer has a healthy record of providing young people with their first jobs, jobs that include a solid understanding of workplace health and safety.  The Grocon experience is more corporate and very common where solutions are sought from outside one’s business.

The Hub Fruit Bowl’s win should encourage OHS regulators to reassess their small business OHS strategies.  Instead of funding OHS consultants to provide three or six hours of OHS advice, frequent encouragement and engagement with small business, structured round documented processes may be more effective.  SafeWorkSA does not mention the concept of “case managers” but applying this to harm and injury prevention strategies may have merit.  Providing sustained support and encouragement instead of a quick intense session should be seriously considered by OHS regulators.

It may also be useful to consider providing pro-bono safety services to small businesses, as a civic duty but also to freshen the experiences of safety professionals.

Evidence of the need to change how and why we work

Last week Professor Rod McClure of the Monash Injury Research Institute urged Australian safety professionals to look at the ecology of safety and injury prevention.  By using the term “ecology” outside of the colloquial, he was advocating that we search for a universal theory of injury prevention.  In short, he urged us to broaden our understanding of safety to embrace new perspectives.  It could also be argued that he wanted to break the safety profession out of its malaise and generate some social activism on injury prevention – a philosophical kick in the pants.

Before discussing the latest research Australia’s Barbara Pocock has undertaken, with her colleagues Natalie Skinner and Philippa Williams, the challenge of achieving some degree of balance between the two social activities of work and non-work can be indicated by a graph provided by Dick Bryan and Mike Rafferty in a recent DISSENT magazine article about financial risk.

In 2008 people in Australian households were working over 50 hours per week.  The reasons for this are of less relevance than the fact that Australian workers are well beyond the 40-hour work week, not including any travel time.  Work has a social cost as well as a social benefit and any discussion (debate?) over productivity, as is currently occurring in Australia, must also consider the social cost of this productivity.  The graph above is a symptom of the challenge of achieving a decent quality of life and a functional level of productivity – the challenge that Pocock, Skinner and Williams have undertaken. Just workplace hardship

Yossi Berger writes:

We’re all familiar with the notions of focus and attention, and selective attention.  We’ve all experienced how difficult it can be to attend to target information when background noise is distracting.  The issue can be referred to as the signal-to-noise ratio.

I often find its effects in discussions with managers and workers during workplace inspections.  That is, I hear animated discussions of hazards, of risks, of risk assessments and risk management and various systems and theories.  The conversations over flow with these concepts whilst most of workers’ daily problems aren’t even raised, they don’t reach the level of a signal.

Thankfully in most workplaces, most managers and most workers have not experienced any fatalities.  By far most of them will not have experienced or witnessed a serious injury or serious disease.  Nor have most experienced their local hazards actually seriously hurting anyone.

But most workers will have experienced some dangerous working conditions, mostly not mortally dangerous, but dangerous.  Continue reading “Just workplace hardship”
