Work that is meaningful, secure and safe

Occupational health and safety (OHS) is integral to how work and job should be designed in the post-COVID19 world, but you wouldn’t know it from the current discussions in the media. On May 13, 2020, the day after a major economic statement from Treasurer Josh Frydenberg, Jennifer Westacott, Chief Executive of the Business Council of Australia, told ABC Radio that:

“…. there’s some pretty sobering numbers that the Treasurer gave yesterday and fundamentally I think we’ve all got to come back to basics here. This is about people’s lives and so what we have to do, as the kind of leadership dynamic, is to focus on getting people back to work and getting them into secure and meaningful work.

emphasis added

It is not unreasonable to add safety to that “secure and meaningful work”.

OHS fits into this phrase in many ways, but one of particular note is job security and its links to mental health, especially as mental health has been a policy priority repeatedly identified by Prime Minister, Scott Morrison, and others.

If staff are “going to hit the wall”, redesign the wall

On May 11 2020, the Australian Financial Review’s back page ran an article (paywalled)about how “corporates” are becoming aware of mental health risks due to the COVID19 disruption. It is a good article but also one that reveals the dominant misunderstanding about mental health at work and how to prevent it.

RSI is a pain in the…..

One example of the “correct” sitting posture ergonomics at a desk while working on a computer. (Not really correct)

Earlier this year Dr Peter Sharman published a blog article based on a literature review related to Upper Limb Pain and Computer Employment. The ergonomics of desk-based work seems to be dominated by guidance that requires right-angled postures, and other practices that are designed for prolonged use. For most of us, there is the flexibility to move around and break up the tasks but workplace, like call centres, continue; and the recent move to work from home has resurrected many of these workstation advisories. SafetyAtWorkBlog had the opportunity to ask Dr Sharman about his research and his experience supplemented by some clarifying answers by retired consultant in rheumatology and pain medicine, John Quintner.

Safety notification app

Last weekend across the road from home, two workers were on the roof of a three-storey apartment block construction installing or inspecting solar panels. No fall protection, no harnesses. I grabbed my phone to notify my local WorkSafe about this unsafe work activity. The switchboard was closed, and the phone number listed on the website was identified as only for emergencies. Was this an emergency? Not sure. By the time I worked it out, the workers were off the roof and the opportunity passed.

I now wish that my State had a notification app like that operating in New South Wales. I would have taken some photos and notified the occupational health and safety (OHS) regulator. The “Speak Up, Save Lives” app seems good, but it may also undercut the pathways to Consultation established through the OHS laws.

Is it OK to lie to your employer while working from home?

Each week, The Ethics Centre’s executive director Dr Simon Longstaff will be answering your ethics questions [in Crikey]. This week:

“ My employer sent me a questionnaire designed to test if my home working environment meets basic standards. If I’d answered truthfully I would have ‘failed’ the test. But what’s the point in telling the truth when I have to work at home in any case? Was it wrong to lie on the form?”

Although this ethical issue seems to fall on you — as the person receiving the survey — it actually starts with your employer’s decision to request this information in the first place.

Australia government releases its COVID19 Safe Plan template

Australia’s National COVID-19 Coordination Commission (NCCC) has released what it calls a toolkit for assessing COVID19 risks for businesses that are reopening soon. It is a useful checklist/template that the NCCC anticipates will take around 30 minutes to complete. What legal standing it may have is unclear as OHS in most Australian workplaces is regulated at State and Territory levels, but the Prime Minister says we need COVID Safe Plans and here’s a checklist to support it.

Business owners should understand that any checklist is only ever a tool to aid them to make an informed decision. It is not a compliance tick. Sadly, the COVIDSafe Plan template fails to answer its first question:

“Why is it important to have a COVIDSafe Plan?”

The answer should have been something like

“….all Australian business owners are obliged by law to provide workplace that are free of health and safety risks, including viral infections, like COVID19. This plan will help you fulfill your obligation which will also reduce the transmission of COVID19 and could save lives.”

The legal and moral reason for this checklist should have been upfront to emphasise the primacy of occupational health and safety (OHS) in helping control a public health risk.
