Tough but fair – Allan Fels

Allan Fels has served the Australian public for decades as the head of the Australian Competition and Consumer Commission, a Mental Health Commissioners and recently a Royal Commissioner for the Victorian Government in its inquiry into mental health. His level of activity and the breadth of that influence is extraordinary and should be no surprise that his service has overlapped and influenced workplace health and safety.

That experience has generated a book – Tough Customer – in which Fels reflects on his public service roles but also about how his life and that of his family have influenced his view of the world and his policy priorities. SafetyAtWorkBlog was able to speak with him for a short while earlier this week on the topics of

Looks good but could be better

The Australian Financial Review on October 1 2019 contained an exclusive report on consulting firm (paywalled) Deloitte’s approach to mental health at work matters coinciding with National Safe Work Month. The original document is unlikely to be publicly released but Edmund Tadros‘ report provides some quotes and insights. The initiative seems very positive until you consider it in light of organisational changes recommended to control and prevent this psychological hazards from Safe Work Australia (SWA) guidance.

Tadros quotes Deloitte’s Australian CEO Richard Deutsch:

“Mr Deutsch said in the message that individual differences could mean “what I find stressful you may find motivating, and vice versa. I don’t want anyone to feel their health and wellbeing is compromised because of work”.

This broad statement fits with the employer’s duties under occupational health and safety (OHS) laws, so it’s a good start. But doubts about the strategy start to emerged when Deutsch mentions workload, a contentious issue for Deloitte’s junior staff:

Does “Meaningful Work” mean anything useful?

In September 2019 an Australian recruiting firm, Beaumont People, has commissioned a research project to identify what constitutes meaningful work. The company places meaningful work in the context of at least one of the United Nations’ Sustainability Goals (SDGs) – Decent Work and Economic Growth, but it is difficult to understand what is meant by “meaningful work”. Couldn’t the survey have used the UN Decent Work criteria?

The Beaumont People website says this of Meaningful Work:

“Meaningful Work is the importance an individual places on their work meeting their current personal beliefs, values, goals, expectations, and purpose in the context of their social and cultural environment.

Despite the vast amount of research undertaken on the concept and measurement of meaningful work, there remains no consistent definition of meaningful work nor consensus on the scales designed to measure it.”

Red Tape comeback

The need to reduce Red Tape is getting another run in Australia through the lobbying of the Business Council 0f Australia and its CEO, Jennifer Westacott. “Red Tape” can be defined in many ways but it is often synonymous with government interference, of which occupational health and safety (OHS) regulation and enforcement is considered part.

In an interview with Laura Tchilinguirian on ABC News Radio on 16 September 2019 Westacott said that the community, which sounds mostly like business people:

Oral biffo over safety in Queensland Parliament

Before Christmas, the Victorian Government will be presenting a Bill for Industrial Manslaughter laws to the Parliament. The core elements of accountability and penalty are expected to be little different to the Bill that failed to pass Parliament earlier this Century by a bee’s whatsit. The debate is likely to be on the same benefits and costs, so one can reread Victoria’s Hansard from 2002 or look at the debate in Queensland Parliament last week where that Government’s “Safety Reset” has generated arguments about which party is more committed to occupational health and safety (OHS).

International healthy workplace conference

The wave of workplace wellness cannot be avoided but wellness is only part of achieving safe and healthy workplaces. At the end of October 2019 Melbourne is hosting the 7th Global Healthy Workplace Awards and Summit at Monash University.

Occupational health and safety (OHS) often accuses workplace wellness advocates of providing symptomatic relief instead of addressing issues that cause the un-wellness in the workplace. However the October summit seems to offer deeper analysis on both these perspectives and in the broader context of healthy workplaces.

Keep talking and making submissions – what to ask about dust

Government attention on the risks of silicosis, especially those related to engineered stone, continues to increase. Australia has established a National Dust Disease Taskforce to investigate the risks and to make recommendations to the government at the end of 2020. A national investigation is warranted but occupational health and safety (OHS) is regulated at State level so it could be many years until safety improves on this matter, if the States wait for the Taskforce’s final report.

Luckily, the debate on silicosis risks continue in various Parliaments and the Taskforce is seeking submissions.
