Safety professionals and regulators must think more broadly and for the future

The European Agency for Occupational Safety & Health at Work has released its Annual Report for 2009/10.  Most of the content should be familiar to those who follow EU-OSHA through their blogs and publications but it provides a good indication of the future of OHS in Europe and the methods that will applied in that future.

One significant achievement of EU-OSHA is its anticipation of workplace hazards.  Few OHS regulators and agencies have had the resources or will to forecast the next set of hazards.  The nature of regulators has been reactive possibly because they remain largely uncertain of how to step beyond the factory fence to acknowledge OHS as a broad social element and, after decades of compartmentalising safety and health to the workplace, to try to catch up with the spread of new varieties of workplaces. Teacher stress, resilience and protective factors

Teaching is a stressful occupation.  Any occupation that requires one to not only talk to people but to educate them, is stressful.  Imagine having to do this every week day in front of over twenty people who do not want to be there.  During your lunch break, instead of putting your feet up and reading the paper, you may be required to patrol the inside of a wire fence wearing a fluorescent vest followed by children sucking up or making fun of you.  On days off, you still have scribbled essays to mark or neatly written essays to vet against Wikipedia all the time.  During holidays you travel hours to a remote caravan park on the bend of a river and there will still be a school child who recognises you and keeps saying “Hello, Sir”.

Such can be the life of a teacher but teaching is conducted at a workplace and health at work is a legislated obligation and expectation.  On 23 June 2010, the Tasmanian Government felt the need to clarify some media reports concerning the stress levels of its teachers.  The Education Minister, Lin Thorp, said in a media release that

OHS Canaries and Apathy

Introduction

Words and names can be used as sneaky accomplices to construct popular or inaccurate narratives.  When such constructions are used as explanations of workers’ behaviour and presumed attitudes they can misdirect occupational health and safety (OHS) programs.  An example is the frequently heard ‘workers’ apathy’ explanation of poor OHS standards.  The important UK 1972 Robens Report on OHS noted:

”….our deliberations over the course of two years have left us in no doubt that the most important single reason for accidents at work is apathy”.[1]

It’s 2009 and some of this in various guises[b] still obscures simple facts at work.

Suicide advice shows reactive thinking

Workplace suicides are in the news at the moment due to Foxconn and, to a lesser extent, France Telecome.  There is enough media attention for companies to start to evaluate their own risk exposures.

Through LinkedIn, Tom Boudreau of R&R Insurance Services, issued the following advice under the title “Do Employers Have a Duty to Prevent Workplace Suicides?”:

“A tech company in China has recently been plagued with a rash of worker suicides (and attempted suicides). Nine workers (all of them young) died and two others suffered serious injuries. These workers have not only killed or tried to kill themselves, they’ve done so in the workplace itself. …..

Some labor groups have blamed the company for the suicides, claiming it runs military-style factories and abuses workers. Regardless of the cause, these tragic deaths do raise an interesting question: what duty do employers have—if any—to prevent workplace suicides? The Toowong cancer cluster and risk communication

The latest edition of the Medical Journal of Australia (eMJA) has published an investigation into the possible cancer cluster at the Toowong television studios of the Australian Broadcasting Corporation (ABC) in late 2006.

Not surprisingly, given previous reports, the investigation has found that

“No statistically significant excess risk of breast cancer in ABC female employees was found across the Australian states and territories as a whole compared with their respective population incidences.  A statistically significant increased risk of breast cancer was found among ABC female employees in Queensland, consistent with the findings in an earlier report.”

The Toowong incident created considerable concern amongst staff, to such an extent that the corporation decided to close the entire facility and relocate all the broadcasting processes.  Unless this was already a corporate strategy the decision was brave, particularly when the initial investigations showed that the concern was not justified for Toowong specifically.

US workplace bullying interview with Gary Namie

Ben Merens of Wisconsin Public Radio interviewed Gary Namie of the Bullying Institute on 26 May 2010 for 45 minutes on his At Issue radio program.  The interview is very timely as new “Healthy Workplace” legislation is being considered in the United States.

What was useful in this interview was that the discussion centred on workplace bullying and Namie summarised how this is substantially different from schoolyard bullying – a  significant difference which requires different methods of control.  Namie says that although bullying in childhood is significant, the impact on an adult of similar treatment may have longer lasting effects.

The broadcast, of course, applies to the US context principally but Namie has a long and strong international reputation in workplace bullying advice and deserves an audience.  Tellingly, Namie says that the comparison for workplace bullying is not schoolyard bullying but domestic violence.

Australian roundtable podcast on workplace bullying

On 21 May 2010, Boardroom Radio (BRR) released a podcast on workplace bullying that includes opinions from some worthy speakers.

Andrew Douglas, Managing Director at Douglas LPT;

Wayne Blair, Fair Work Australia Commissioner;

Gail Hubble, Barrister; and

Anna Palmer, HR Consultant, at Provenio Consulting
