How can one learn from OHS mistakes if those mistakes are hidden?

Occupational health and safety (OHS) regulatory agencies have existed for decades, originally with an enforcement role but increasingly aimed to prevention and education.  It is fair to say the “2nd generation” of OHS regulators in Australia appeared in the 1980s.  It is also fair to expect to be able to readily access the corporate memory and prosecutorial activity of the regulators, particularly since the growth in the Internet. Very recently WorkSafe Victoria reviewed its online database of OHS prosecutions excising prosecution summaries prior to 2012.  This decision is a major weakening of the “state of knowledge” about workplace safety in this State, a decision that some have described as outrageous.  How can one learn from mistakes if those mistakes are not made available?

Three competency elements of the safety professional

The October 2012 edition of The Synergist, the magazine of the  American Industrial Hygiene Association, included a frank interview with Niru Davé of Avon. Dave says that many safety and health professionals have a low level of competence.

He explains his statement through his belief that there are three competency elements in a safety professional:

  • Knowledge – staying up-to-date with the information in your field
  • People Skills – respect and approachability, and
  • Contribution – communication and involvement, participating in and generating a strategic approach.

2012 in review – SafetyAtWorkBlog

The WordPress.com stats helper monkeys prepared a 2012 annual report for this blog.

19,000 people fit into the new Barclays Center to see Jay-Z perform. This blog was viewed about 150,000 times in 2012. If it were a concert at the Barclays Center, it would take about 8 sold-out performances for that many people to see it.

Grandad’s safety rules remain relevant over 50 years later

A safety colleague showed me an old book about workplace safety that his father had found in a book sale.  It’s called “Safety on the Job” and was produced by the Master Builders Association of Victoria “for free distribution to the Building Trade” around 1959.  The cover mirrors the iconic Australian cartoon from 1933 by Stan Cross.

On the cover is a stamp saying “J Division”.  J Division was part of Melbourne’s Pentridge Jail, the section for:

“Young Offenders Group – Later for long-term with record of good behavior”

The publication is not specifically designed for young workers but there is some excellent information, for the time, included on “standard crane whistles”, explosive power tools regulations and trenching.

Most intriguing is the chapter “Common Sense Suggestions for Managers, Supervisors, Foremen and Safety Officers, etc.”  It is surprising how many of the suggestions remain relevant today.  Perhaps the booklet was trying to generate common sense rather than reflecting it.  Below are the first ten suggestions.

WorkSafe tries a new promotional approach

The increasing prevalence of pictorial social media has generated a surge in organisations generating “infographics” from workplace health and safety statistics Almost always these images are a technique for generating internet traffic through established websites, blogs and other online services. Fundamentally it is stealth advertising for the unwary online user. However, such images have much greater legitimacy when offered by OHS regulators.

In the week prior to its WorkSafe Week 2012, WorkSafe Victoria issued two online infographics as part of a media statement. Both are attractive by their simplicity but the simplicity can also be a problem.

The cost comparison infographic is super general but clearly illustrates that the cost to prevent harm is much less than any fine that may come from prosecution. However, the risk of being prosecuted in Victoria and receiving a monetary penalty seems to be declining as non-pecuniary penalties, such as enforceable undertakings and others, are made available to the Courts.

Fines are only one of the potential costs. An inescapable cost is the cost to the injured worker, the disruption to that worker’s family life, the disruption to the worker’s employer. Continue reading “WorkSafe tries a new promotional approach”

Strengthening safety decision-making

Any professional sees elements of their profession in other walks of life.  Police notice infringements when they are off duty.  Teachers often continue to instruct or educate when outside of school.  Journalist’s conversations with friends often contain pointed questions.

Safety professionals, commonly, extend safety principles to their own behaviours and lives.  This can sometimes lead to a heightened intolerance of unsafe behaviour in others but also desires that life operated on safety principles.  Today I wondered about the application of the concept of “Reasonably Practicable” in prioritising corporate and personal safety objectives.

I simplified (bastardised, some may say) the Safe Work Australia guideline on reasonably practicable into questions that we should ask in our non-OHS lives but, most importantly, the priority of the reasonable practicable process is retained.  The questions, in order of priority are:

  • How important is it?
  • How harmful could it be?
  • What do we know about it?
  • How can we control it?
  • How much will it cost?

Self-help aficionados may see these as life lessons or criteria that can be applied to many decisions.  I agree to some extent but the priority of the questions is of most importance in the decision-making process because it places the issue of cost last.
