Grandad’s safety rules remain relevant over 50 years later

A safety colleague showed me an old book about workplace safety that his father had found in a book sale.  It’s called “Safety on the Job” and was produced by the Master Builders Association of Victoria “for free distribution to the Building Trade” around 1959.  The cover mirrors the iconic Australian cartoon from 1933 by Stan Cross.

On the cover is a stamp saying “J Division”.  J Division was part of Melbourne’s Pentridge Jail, the section for:

“Young Offenders Group – Later for long-term with record of good behavior”

The publication is not specifically designed for young workers but there is some excellent information, for the time, included on “standard crane whistles”, explosive power tools regulations and trenching.

Most intriguing is the chapter “Common Sense Suggestions for Managers, Supervisors, Foremen and Safety Officers, etc.”  It is surprising how many of the suggestions remain relevant today.  Perhaps the booklet was trying to generate common sense rather than reflecting it.  Below are the first ten suggestions.

WorkSafe tries a new promotional approach

The increasing prevalence of pictorial social media has generated a surge in organisations generating “infographics” from workplace health and safety statistics Almost always these images are a technique for generating internet traffic through established websites, blogs and other online services. Fundamentally it is stealth advertising for the unwary online user. However, such images have much greater legitimacy when offered by OHS regulators.

In the week prior to its WorkSafe Week 2012, WorkSafe Victoria issued two online infographics as part of a media statement. Both are attractive by their simplicity but the simplicity can also be a problem.

The cost comparison infographic is super general but clearly illustrates that the cost to prevent harm is much less than any fine that may come from prosecution. However, the risk of being prosecuted in Victoria and receiving a monetary penalty seems to be declining as non-pecuniary penalties, such as enforceable undertakings and others, are made available to the Courts.

Fines are only one of the potential costs. An inescapable cost is the cost to the injured worker, the disruption to that worker’s family life, the disruption to the worker’s employer. Continue reading “WorkSafe tries a new promotional approach”

Strengthening safety decision-making

Any professional sees elements of their profession in other walks of life.  Police notice infringements when they are off duty.  Teachers often continue to instruct or educate when outside of school.  Journalist’s conversations with friends often contain pointed questions.

Safety professionals, commonly, extend safety principles to their own behaviours and lives.  This can sometimes lead to a heightened intolerance of unsafe behaviour in others but also desires that life operated on safety principles.  Today I wondered about the application of the concept of “Reasonably Practicable” in prioritising corporate and personal safety objectives.

I simplified (bastardised, some may say) the Safe Work Australia guideline on reasonably practicable into questions that we should ask in our non-OHS lives but, most importantly, the priority of the reasonable practicable process is retained.  The questions, in order of priority are:

  • How important is it?
  • How harmful could it be?
  • What do we know about it?
  • How can we control it?
  • How much will it cost?

Self-help aficionados may see these as life lessons or criteria that can be applied to many decisions.  I agree to some extent but the priority of the questions is of most importance in the decision-making process because it places the issue of cost last. Shit safety campaign launched in Australia

On September 5 2012, the Tasmania Minister for Industrial Relations, David O’Byrne launched a new campaign to encourage businesses to prepare for new Work Health and Safety laws.  The name of the campaign is “OH S…”.

O’Byrne’s media release explains the campaign:

“OH S… is the understandable gut reaction of any worker, manager or business owner when they hear there’s been an accident in the workplace… This campaign uses that first reactionary moment to try and promote how workplaces can be proactive on work health and safety.”

It is reminiscent of the famous line by Bill Cosby when describing a car accident and a driver’s reaction:

“First you say it, then you do it”.

The wisdom of this campaign is questionable.  There could be a range of responses created in the media by various comedians, all to do with safety and shit, such as:

“Make the job safe, move that shit”.

“Don’t be a shithead with safety”.

“The top three priorities of this company is Safety First, Safety Second and Safety Turd”.

Bringing shit into the concept of safety is a challenge and could offend some of the old-guard that sees OHS as sacrosanct.  But it could be that such an advertising strategy for workplace safety is necessary.   Continue reading “Shit safety campaign launched in Australia”

A shaky start leads to a terrific book on incident investigation by Michael Tooma

There is one word that should not be used as an adjective in relation to workplace fatalities – impacted. Workers fall from roofs and the concrete floor has an impact on them. Workers hit by mobile plant or crushed in machines die from the impact. An impact results from the transfer of energy and this transfer of energy in workplaces can kill.

“Impacted” is used by those who do not feel comfortable differentiating between “affect” and “effect” and it is surprising to find the term used in the opening chapter of Michael Tooma’s latest book, Due Diligence: Incident Notification, Management and Investigation.

“Unless you have been involved in a serious incident, you don’t really appreciate how an incident will affect you. For every worker killed at work, there is a grieving mother, father, spouse and/or child. Their co-workers are impacted. Their friends are impacted. Management, guilt-ridden as they are in the aftermath of an incident, sometimes for good reason, sometimes not, are also personally and emotionally impacted. The tragedy touches everyone. In the midst of it all, a group of people are tasked with managing through the chaos and trying to get answers for all those impacted by the tragedy. This book is for them.”

The sentiment is correct and true but read the paragraph aloud and it sounds absurd. And why the overuse of “impacted” when a perfectly suitable word, “affect”, was used in the first sentence?

And this clumsy opening does the book a disservice. Tooma has repeatedly stated that this is a safety book written by a lawyer and not a legal book written about safety. This is a major change from a major Australian OHS publisher. It is a recognition that the readership is not lawyers feeding on lawyers but people wanting to understand workplace safety. New anti-bullying campaign launched

Brodies’ Law concerning workplace bullying is set to gain more media attention today as the Victorian Attorney-General, Robert Clark, launches a new anti-bullying campaign.

The campaign has been pushed for by the parents of Brodie Panlock, Damien and Rae, and was whispered about at recent public hearings into workplace bullying.  However, the media campaign gained a shaky start on the ABC from psychologist Evelyn Field.  Her interview, which was videoed, appears almost off-topic and never gains the gravitas the subject of workplace bullying deserves.  The ABC may be partly at fault here by choosing Evelyn Fields instead of the Attorney-General or Brodie’s parents.

The media release of the Attorney-General (not yet available online) states that the ‘Take a stand against bullying’ campaign

“… will see information about bullying and Brodie’s Law distributed to more than 8,000 schools, workplaces and police stations across Victoria.”

When one considers the number of schools, workplaces and police stations in Victoria, 8,000 is not a lot.  Victoria Police has been very supportive of Brodie’s Law and the Panlock family and have produced a terrific Youtube video to explain the law.  It is far more effective than other attempts to explain the law.
