The response to SPC’s decision to mandate COVID-19 vaccinations for its workers, contractors and visitors illustrates a common misunderstanding of occupational health and safety (OHS) management, poor OHS literacy and some industrial and media rent-seeking.

On ABC Radio’s PM program in early August 2021, the main objection of Andrew Dettmer of the Australian Manufacturing Workers Union was insufficient consultation prior to SPC’s decision. (Really?! What about the validity of the company’s OHS decision?) Dettmer said:

Why would you NOT make COVID vaccinations mandatory?

Now that Australia is vaccinating its people at a reasonable rate from a very slow start, the issue of mandatory vaccinations for workers has reappeared. Several months ago the issue was more hypothetical but evidence has appeared from England, the United States and Israel about vaccination rates and the resumption of business and work. Australian businesses need to reach a clear position on vaccinations and the return of employees to workplaces, and this will require an assessment of the ethics applied by employers.

The occupational health and safety (OHS) position is remarkably clear but is not really being heard or promoted.

Forces amass against the prevention of workplace sexual harassment

Most of Australia’s media has cooled its reporting on the sexual harassment law reforms championed by the Sex Discrimination Commissioner, Kate Jenkins. Partly this relates to revised laws being proposed in Parliament later this year and that are currently subject to a Senate Committee Inquiry. The media coverage on the proposed laws and the senate inquiry has been thin with only the Australian Financial Review (AFR) giving it any serious attention.

However, research reports on sexual harassment in Australian workplaces continue to appear and the transcripts of the Senate Committee’s public hearings are publicly available, as are the submissions made by, primarily, business and law organisations. What is missing is the involvement of the occupational health and safety profession.

More OHS information on Midfield Meats

Recently The Monthly magazine took a close look at the labour practices of Midfield Meats (paywalled), a major Warrnambool company and meat exporter that had been, yet again, successfully prosecuted by WorkSafe Victoria. There are workplace safety elements to The Monthly’s story that were not as prominent as other issues and there were some questions for companies and governments that have supported Midfield in the past.

Speak Global, Implement Local

Most of the international reporting in June 2021 was about the G7 meeting, but the International Labour Organisation (ILO) also conducted a World of Work Summit as part of its 109th International Labor Conference. Several world leaders recorded messages for the event, and two are particularly interesting – President Joe Biden and Pope Francis. Such statements do have global influence and can support local occupational health and safety (OHS) initiatives.

Presenteeism in the new world of work

Presenteeism has largely been analysed through the principles and managed through the actions of the Human Resources profession. The COVID19 pandemic has changed the presenteeism conversation. There seems to be more enforcement of occupational health and safety (OHS) obligations on employees to not present a hazard to their work colleagues and customers and, therefore, to remain home.

On May 5 2021, in Darwin, the Australian Labor Party’s Shadow Minister for Industrial Relations, Tony Burke, spoke about presenteeism at a Transport Workers Union meeting. He said that the COVID19 pandemic showed that “a third of the workforce in Australia didn’t have sick leave” and:

Inquiries need more evidence and less anecdote

Recently the Australian Council of Trade Unions (ACTU) made a curious submission to the Federal Government’s Senate Select Committee on Job Security. This submission (not yet available online) illustrates the ACTU’s political and ideological position of job security and precarious work, including the occupational health and safety (OHS) impacts, but it could have been more convincing and helpful.
