Two steps forward and one back

Employers are less criticised about their workplace health and safety performance than the government, even though it is employers who have the primary duty of care for their workers’ occupational health and safety (OHS). The Federal (conservative) government and Prime Minister remind us regularly that the responsibility for OHS sits in the State and Territory jurisdictions. No one seems to accept their own responsibilities for OHS, so it is little surprise that worker health and safety has no effective national coordination.

Recently the Australian Council of Trade Unions (ACTU) released an OHS report entitled “Morrison Missing in Action on Work Health and Safety“. It is also looking in the wrong direction. Of course, the Prime Minister is missing in action – employers have the primary duty of care, which local jurisdictions enforce.

Although this document has good OHS information, references and statistics, it is primarily part of the current federal election campaign, reporting information that the politicians mostly already know.

Anger is an energy*

Last week a Victorian politician and a senior bureaucrat spoke about occupational health and safety (OHS) at the Worksafe Victoria awards night. On April 28, 2022, the same bureaucrat and a couple of other politicians spoke at the International Workers Memorial at Trades Hall in Melbourne. Did they say anything useful? Did they say anything that changes or progresses OHS? And who was the audience?

HR inching its way to an OHS epiphany

A new Human Resources (HR) article shows some promise in addressing the institutional factors that lead to poor mental health in workers.

The website for Human Resources Director asks, “Should HR be concerned about employee economic insecurity?” I would ask, “how can it not be?” given that Australian research over the last twenty years and international research since early last century has identified that job insecurity is one of several major factors in poor mental health for workers and other occupational health and safety (OHS) outcomes. HR should also be anticipating a renewed duty of care from the upcoming national OHS regulations on psychologically healthy workplaces.

Political point-scoring misses the point

Last week the Australian Financial Review (AFR) caused a bit of a political stink by reporting that:

“….Australian Bureau of Statistics figures show the share of casual employment was 22.8 per cent in February – 1.3 percentage points lower than in February 2020, just before the pandemic hit the economy.
The casualisation rate is 4.8 percentage points below the peak of 27.6 per cent in 2003.”

The figures seem accurate but do not tell the whole story. How are employment statistics relevant to occupational health and safety (OHS)? Job insecurity is a significant factor in work-related mental health.

Industrial Manslaughter, psychologically safe workplaces and insecure work – just another day in the Senate

Australia has entered a federal election campaign, but the mechanics of the Australian parliament continued, and various occupational health and safety (OHS) comments were voiced in Senate Estimates. These comments touched on Industrial Manslaughter, regulations on psychologically safe workplaces and insecure work.

Talking about safety without saying much

The Australian Federal Budget is to be released very soon. As in every year, corporate and industry lobbyists release wishlist budget submissions even though there is no formal submission process. Sometimes these submissions include information, statements and pitches concerning occupational health and safety (OHS). The Master Builders Australia’s prebudget submission has been around since early January 2022 and the OHS chapter is educative on how the Master Builders Australia (MBA), and perhaps similar organisations, sees and understands OHS.

HR and OHS remain “nice-to-haves.”

The recent HR/OHS article was an article originally intended to link to International Women’s Day regarding “female” business roles and influence. Coincidentally my social media feeds popped up a 2015 article from the Harvard Business Review entitled “Why We Love to Hate HR…and What HR Can Do About It“.

The author, Peter Capelli, reminds us that in the 19950s and 1960s Personnel Management was considered “the most glamourous area in business by executives” as it was considered integral to developing the business. Human Resources changed when an increasing number of managers were appointed from outside the organisation and the “full employment” of the 1970s reduced the perceived need for powerful HR departments. The HR role was reduced to essential services of hiring and retention.

Capelli suggested two strategies to regain influence, which are equally relevant to the occupational health and safety (OHS) professional:
